- C-130 J FMS Propulsion Questionnaire C130 J FMS Performance Work Statement C-130J FMS PROPULSION SUSTAINMENT CAUTION: This Market Survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for USAF FMS C-130J Propulsion Sustainment. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this Market Survey are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Rolls-Royce (RR) and GE/Dowty are currently the Sole Source providers of this service. The C-130J is powered by four RR AE 2100D3 turboprop engines. This engine was developed commercially for Lockheed Martin Aero (LMA) per engine specification C980. Currently RR provides MissionCare support for the USAF propulsion system and components. Thrust for the C-130J is provided by four G.E. Dowty R391 propellers also developed as a commercial venture for LMA. G.E. Dowty, subcontractor under RR and the MissionCare TM contract, supports the R391 Propeller. As a commercial design all engineering data for C-130J propulsion systems, parts and components is proprietary to the OEMs or their suppliers. This data was not procured with aircraft acquisition. A subsequent request to acquire this data by AFLCMC/WLNC was declined by G.E. Dowty on 16 July 2013. RR responded on 24 June 2013 by identifying that they may be willing to sell the data but there would be a significant cost to the Government. While both the RR AE 2100D3 engine and the Dowty R391 propeller have FAA-issued Type Certificates, the C-130J aircraft is a militarized version of the Lockheed Martin's 328J aircraft and does not have an FAA-issued type certificate. Therefore the FAA 14 CFR - 21.50(b) ICA regulations do not apply, and the engine and propeller Design Approval Holders (DAH's) are not required to furnish ICA manuals for their respective products. RR certified FAA data is not repair data and will not facilitate overhaul maintenance or depot repair capability for the engine or engine components. The terms and conditions allowed the vendors to retain strict control over data rights and presented an extensive barrier to insight into the support arrangements of major subcontractors. Subsequently, contract FA8504-07-D-0001 was awarded in Jan 07 to RR with G.E. Dowty as the subcontractor.
