- This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description The NAVAIR Lakehurst P-8A SE Team under PMA-290 is performing market research for Pneumatic Servicing Carts (PSC) to conduct pneumatic pressure testing on the P-8A aircraft. This testing will be conducted on the flight line, worldwide by US Navy personnel to check for leaks in the on-board pneumatic systems. The PSC will be a stand-alone, diesel powered, pneumatic cart that will condition ambient air and provide it to the aircraft in accordance with the stringent aircraft requirements listed below. The Government is interested in small businesses who have the capability to manufacture a PSC that meets the below requirements. The government will also accept information from large businesses. PART I - Technical Criteria. This request for information is focused solely on the specific information of interest as follows: •· The Navy has a requirement to field a PSC to perform testing of the P-8A pneumatic systems. •· Requirements for the PSC are as follows: •o Provide constant pressures between 200 and 6,000 PSI •o A minimum flow rate of 25 CFM •o Supplied air moisture content of less than 15 parts per million by volume •o Supplied air shall not contain any particles greater than 5 microns •o Supplied air shall not contain hydrocarbon compounds exceeding 10 parts per million by volume •o Trailer mounted, self-contained, and diesel powered •o Suitable for use on a US Navy flight line PART II - Submission of Information. - Vendors desiring to respond to this request should provide a white paper as follows: White Paper: It is requested that interested sources submit a brief capabilities statement package (limit the number of pages to four (4) total with Times New Roman, Font 12, one-inch margins), excluding cover and photos, which can be included separately, demonstrating the ability to perform the above requirement. At a minimum, the document must address the following: (1) Company name and address; (2) Company point of contact including email address and phone number; (3) company's business size (specifically identify if 8A, WOSB, etc., if applicable) and list of North American Industry Classification System (NAICS) codes under which goods and services are provided; (4) substantiating support addressing the company's capability and experience with similar efforts. Other information of potential interest that vendors could include: current and investigational applications of product, future commercial developments, references that document efficiency of the system or product, and photographs of complete system and components. Responses to this Sources Sought Notice are requested no later than 30 October 2015.
