- Performance Work Statement This is a FINAL Request for Proposal (RFP) for the acquisition of TECHNICAL Advisory and Assistance Services supporting the Space and Missile Systems Center (SMC), Advanced Systems and Directorate (AD). Responses to this RFP are restricted to General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Indefinite Delivery Indefinite Quantity (IDIQ) contract Small Business Pool 5B awardees ONLY. SMC/AD intends to award to the OASIS Small Business (SB) contractor (with a SB size standard for NAICS code 541712 of 1,000 employees; the Los Angeles Air Force Base Small Business office reference number is 15-135), a Firm Fixed Price Task Order for technical advisory and assistance services. The purpose of this notice is to encourage subcontracting opportunities and interested vendors are encouraged to work with OASIS Pool 5B awardees for potential subcontracting opportunities. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, Ms. Olalani Kamakau, SMC/PK, (310) 653-1185, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
