Description
The Department of Veterans Affairs, NCO8 VA Caribbean Healthcare System, San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) sole source contract with American Red Cross 2025 E ST NW Washington DC 20006, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This action is for the procurement of services for Blood and Blood Components Services. The VA Caribbean Healthcare System is in need of acquire services for the laboratory section/Transfusion Medicine; the services of blood, blood components and laboratory reference tests. These services are required for the emergency and non-emergency basis, in such quantities and at such times that satisfies the needs of the Transfusion department of the VA Caribbean Healthcare System. 1.The Contractor shall provide blood and blood components services, emergency and non-emergency basis, in such quantities and at such times that satisfies the needs of the Transfusion Service at the VA Caribbean Healthcare System, Pathology and Laboratory Service. 2.Contractor policies and procedures must meet the standards and guidelines of the Food and Drug Administration (FDA) Regulations, American Association of Blood Banks (AABB) and the Joint Commission (JC). 3.Blood must be typed for ABO & Rh antigens in accordance with methods recommended in the current editions of Standards for Blood Banks and Transfusion Services and the Technical Manual of the American Association of Blood Banks. 4.Contractor must be able to provide VA with 100% "Volunteer Donor blood in accordance with FDA rules and regulations". 5.All blood supplies must be free of hemolysis, excessive chyle and clots. 6.All blood deliveries will be made to VACHS San Juan Transfusion Service and shall be properly packed and insulated. The blood shall be transported in clean shipping containers provided with refrigeration sufficient to hold the blood at 1 ° to 10 °C if it has been pre-cooled. If the blood has not been cooled, the shipping containers must provide sufficient refrigeration to bring the temperature towards 1 ° to 10 °C. All blood banks shall be in compliance with FDA temperature requirements. 7.Normal blood request will be delivered between 7:00am to 11:00pm. Emergency requests are to be delivered within one hour of notification of need; 24 hours/ 7 days a week, including Holidays. 8.Contractor must comply with all privacy and security regulations required by Federal and local agencies. 9.Contractor must provide continuous education for our staff in policies and procedures related to Transfusion Services and Blood Bank. 10.Blood and blood component orders will be placed either by fax or by ARC internet site. No sensitive data will transmitter thru internet site. 11.The contractor must provide monthly invoices. Invoices must be transmitted to Austin 12.The C&A requirements do not apply, and that a Security Accreditation Package is not required. 13.Blood and Blood Products: 1) Red Blood Cells: a.Leukocyte-reduced b.Apheresis Red Blood cells, Leukocyte reduced c.Other available features: CMV negative, irradiated, antigen negative for a wide variety of antigens, Sickle cell negative 2) Plasma: a.Plasma frozen within 24 hours (PF24RT24) b.Fresh frozen plasma within 8 hours (FFP) c.Plasma, cryoprecipitate-reduced d.Plasma for allogeneic transfusion should be from males, female who have not been pregnant, or female who has been tested since the most recent pregnancy and results interpreted as Negative for HLA antibodies. 3) Cryoprecipitate a.Cryoprecipitate AHF 4) Platelets: a.Leukocyte reduced pheresis (single donor platelets) b.Other available features: irradiated, CMV negative, HLA matched*, HPA-la (PLA1) negative* * pheresis units only; c.Dengue negative in all units collected in Puerto Rico Other services: 1)Autologous collections 2)Red blood cell antibody identification: single antibody specificity, multiple antibody specificities 3)Red blood cell autoantibody evaluations: warm autoantibody, cold autoantibody 4)Antigen-negative red blood cell components: single antigen, multiple antigen, and high-prevalence antigen negatives 5)Transfusion Reaction Investigations 6)ABO discrepancy investigations 7)Access to the American Rare Donor Program for rare red blood cell components and IgA-deficient plasma products 8)Immune hemolytic anemia evaluation: autoimmune or drug-induced 9)Determination of clinical significance of red blood cell antibodies by monocyte monolayer assay 10)Evaluation of complex warm autoantibodies 11)Identification of red blood cell antibodies to high-prevalence and low-prevalence antigens 12)Antigen typing of samples from transfused patients 13)Investigation of DAT-negative autoimmune hemolytic anemia 14)Molecular blood group determinations 15)IgA protein concentration determination and anti-IgA detection 16)Cryoprecipitate-AHF quality control testing No solicitation package is available. Interested persons may identify their capability to respond to these requirements by Sept 30, 2015 10:00AM Caribbean/Puerto Rico. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
