- Description
- On September 28, 2015, the Technology Acquisition Center awarded Delivery Order VA118-15-F-0663 under the terms and conditions of General Services Administration (GSA) Schedule 70 Contract GS-35F-0662S with Business Information Technology Solutions (BITS), 3110 Fairview Park Drive Suite 250, Falls Church, VA 22042. BITS will be providing a software development prototype, which will modify existing VistA software to allow pharmacies at OneVA locations to make changes and address prescriptions through a middleware model that meets VA standards and removing controlled substances from the active refill list. The period of performance shall be September 30, 2015 through March 30, 2016, the total order value of $644,179.20. ? LIMITED-SOURCES JUSTIFICATION 1. Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724 2. Description of Action: The proposed action is for the award of a sole source firm-fixed price task order (TO) to be issued under the General Services Administration (GSA) Information Technology Federal Supply Schedule (FSS) 70 contract number GS-35F-0662S to Business Information Technology Solutions (BITS). 3. Description of the Supplies or Services: VA Veterans Health Administration, Innovations Office has a requirement for services to expand the current software capabilities originally developed under the OneVA Pharmacy Project performed under the previously competed contract GS-35F-0662S, order VA118-13-F-0539, as well as professional services to assist VA in the development of required documentation. Specifically, VA requires modifications to the existing prototype software in order to expand the current capability to include functionality to prohibit controlled substances, show patient medical profiles, and the replacement of Rx Manager middleware. Additionally, VA requires the implementation of existing pharmacy subject matter expert recommendations, and the further modification of the functions of the OneVA Pharmacy prototype software. These services shall further VA's objective of streamlining and improving the cost efficiencies of VA's pharmacy operations, notably to allow Veterans to obtain prescriptions at any VA pharmacy facility based an existing physician script. The period of performance shall be September 30, 2015 through March 30, 2016. 4. Authority Cited: This acquisition is conducted under the authority of the Multiple-Award Schedules Program. The specific authority providing for a limited source award is Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(C), "In the interest of economy and efficiency, the new work is a logical follow-on to an original FSS order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures." 5. Rationale Supporting Use of Authority Cited Above: The proposed source is BITS located at 3110 Fairview Park Dr., Suite 250, Falls Church, VA 22042-4525. Awarding the proposed action as a logical follow-on provides significant economic value and efficiency to the Government. The Government requires that the modifications to the OneVA Pharmacy software be completed by March 2016 in order to meet required deadlines to support national rollout. Only software development services provided by the proposed source will allow VA to meet the required timeline. Specifically, while VA owns the software code and documentation delivered under the previous contract and could provide it to another potential source, the Government estimates, based on historical data, that it would take another source approximately four months to overcome a learning curve to be able to setup and gain the requisite knowledge of the code and complex Pharmacy regulations and environment in order to begin work on the required code modifications. Any other source other than BITS would be required to review and adequately comprehend all source code and technical documentation in order to attain the ability to develop the required additional functionality. Adding an additional four months to this effort would delay the completion date significantly beyond the required completion date of March 2016. By eliminating the four months for another source to gain familiarity with the existing prototype software previously developed by BITS, VA will realize over $7M in savings, which competition of this effort would not recoup. VA requires that this deadline be met in order to accelerate the implementation of these modifications so VA can begin actualizing the estimated cost savings provided through this prototype software. Any delay in the implementation of these recommendations delays realization of any savings. Upon completion of the OneVA Pharmacy effort, VA will be positioned to realize approximately $31M in estimated savings and cost avoidance. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government's requirements. There is no competition anticipated for this acquisition. 7. Actions to Increase Competition: No barriers to future competition are anticipated. This effort adds functionality to previously developed prototype software. If further functionality is required the requirements at that time would be considered to determine the most appropriate acquisition strategy. 8. Market Research: The Government's technical experts conducted market research in July 2015 by researching various contractors currently on GSA FSS 70 and MOBIS contracts that have similar software coding and development capability. While there are other sources capable of providing general services to develop the required functionality, only BITS can provide the services described in the PWS within the required timeframe. As stated in section 5 of this justification, since no other source has the knowledge of the OneVA Pharmacy prototype software it would take approximately four months before development of the needed functionality could begin. This would delay performance until January 2016, which does not take into consideration the time required for a competitive acquisition. This would pose significant risk at meeting the March 2016 deadline for performance completion. 9. Other Facts: None.
