Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for Building H34742 Warehouse Remodel. A.Contractor shall construct a storage room located at the northwest corner of the warehouse as shown on attached drawing. The Contractor shall erect/install four (4) new walls to construct storage room. New interior walls will be of metal studs nominal 2 quote mark x6 quote mark and be 16 quote mark oc, and reach from floor to 9' in height at top of deck. The top/roof joists will be made of 2 quote mark x10 quote mark metal stud at 12 quote mark OC, 3/4 quote mark decking to allow for storage above. The method of construction will be verified by the designer. The bottom plate shall be anchored to the floor by means of a high powered nail gun. The top plate shall be anchored properly to existing walls and new wall top plates. The overall width of storage room will shrink from 24' to 16,' thus leaving existing electrical panel out of room and under stair well to deck top with plenty of clearance to meet NFPA codes. The contractor shall install stairs with a railing to allow access to the top of the new storage room for additional storage which would require the roof to be able to support this. (1.)The top deck to be finished with quote mark plywood and painted with non-slip finish and have a stairwell leading from front floor to top of deck, with proper railing on stairwell and deck that meets OSHA and all national codes. The deck railing will have removable section so objects can be lifted up by fork lift. The storage room shall meet 75 PSF. (2.) The wall from floor to ceiling shall be finished with 5/8 quote mark gypsum board on both sides of wall. The Contractor shall tape all joints and finish with light texture and paint both sides of wall with one coat of primer and one coat of flat latex. (3.) The walls shall be insulated to R-19, batt insulation shall be used on the newly constructed wall. In the newly created room, both exterior walls and ceiling shall be insulated with retrofitting reflective insulation. The insulation shall have the following properties; Keep heat in,(in winter) and keep cool in,(in summer), and shall have moisture barrier and control condensate. (4.) Doors: The Contractor shall install two (2) 3.0 metal doors on metal frame. The door hardware, frame and paint shall match existing in building. (5.) The Contractor will install roof/ceiling insulation in the new storage area (3-1/2 quote mark insulated batts and hardboard insulation painted). The light fixtures shall be suspended from the ceiling. The storage area shall contain five (5) 48 quote mark fluorescent light fixtures. The Contractor will also install eight (8) duplex outlets within the new storage area. See drawing for location. All electrical for outlets and lighting will connect from existing power panels (P-1) with in the building, same as HVAC unit. The storage room temperature needs to be maintained from 40-90 degrees Fahrenheit with the optimum temperature being 70 degrees Fahrenheit. The wall mounted air conditioner/heater will be placed from the storage room vented into the warehouse under the stairs. (6). It was noted during the site visit that there is no building fire suppression or detection system in the existing warehouse with the exception of battery operated local alarms that do not report to any central monitor. The contractor will need to meet OSHA flammable facility standards for the new storage area. (7) Contractor shall provide Architectural, Electrical and mechanical design of the new storage shed. B.The Contractor shall install an appropriately BTU sized Wall Mounted air conditioner/heater that will be placed in the storage room vented into the warehouse under the stairs. The temperature shall be maintained between 40-90 degrees Fahrenheit with the optimum temperature being 70 degrees Fahrenheit C.The Contractor will utilize existing electrical power panels with in this building for connectivity to install all conduit, wire, boxes, circuits and panels as needed to complete the electrical works for the HVAC unit, lighting and additional outlets. (1.)This AC Refrigeration Unit will have separate circuit dedicated to it and separate panel if required. (2.) Lights and outlets will be on their own separate circuits and breakers. (3.) The Contractor shall install three (3) new 2x4 florescent light fixtures with a maximum of four (4) dependent on requirements to meet lums in the storage room. D.Design Documents: The contractor shall prepare a design package to include specifications, DA and Drawings for the Storage area. The contractor shall show site location, Architectural, Structural, and Electrical Drawings for the project. Attached is a copy of the 01 10 12 Design After award Requirements for your reference. Contractor shall submit a complete design package to include Specs, DA, and Drawings so USACE can then distribute for review which shall be accomplished within a two (2) week period. The contractor will not be allowed to start work prior to having an approved design.
