- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. a.The Contractor shall develop a complete design to not only replace the existing 2 ton HVAC systems currently located on the North side of the computer building with two (2) new 6 ton HVAC systems, but to also provide ducting throughout the lab area, server area and conference rooms to provide adequate cooling and heating in the entire space. The design will include modification to the existing suspended ceiling and possible relocation of some light fixtures. (Our reason for selecting the 6 ton units is that the metal building has very little to no insulation on the exterior walls. The windows throughout the building are single pane plexi-glass with virtually no insulation factor). b.The HVAC system shall be operated by one thermostat that will be located in the operations computer room. c.The contractor shall cap wall vents in the walls separating the spaces within the facility. d.The Contractor shall provide electrical support to disconnect the existing 2 ton HVAC units and reconnect the new 6 ton HVAC units. e.The Contractor shall also include in their design an HVAC system that will serve the four (4) offices on the west end of the facility. The system may contain one (1) condenser and four (4) fan coil units to provide cooling and heating. f.A fiberglass pad shall be provided for a condenser to sit on if it is required for the project. g.The contractor shall cap the vents which are located under the raised floor running from the lab and conference areas to the existing offices. The contractor shall also cap the floor vent located in the office. h.The contractor shall cap the wall vents in the wall separating the office spaces and the lab spaces. i.The Contractor shall provide new 208V electrical service to the West end of the building to power the four (4) new HVAC units in the offices. j.Testing and Balancing of the system after installation will be required. k.The Contractor shall provide detailed as-built drawings of the new HVAC layout. l. Design Documents: The contractor shall prepare a design package to include specifications, DA and Drawings for the Facility. The contractor shall show site location, Architectural, Structural, and Electrical Drawings for the project. Attached is a copy of the 01 10 12 Design After award Requirements for your reference. The Contractor shall submit a complete design package to include Specs, DA, and Drawings so USACE can then distribute for review which will be a 2 week period. The contractor will not be allowed to start work prior to having an approved design.
