Attachment 2 - BPA Pricing Table Attachment 1 - Medical Requirements BPA Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSTS02-15-Q-TWE503. This Request for Quotation (RFQ) is issued for a Blanket Purchase Agreement (BPA) for Unspecialized Passenger Screening Capable Canines. Multiple awards are contemplated, with up to three (BPAs) to be awarded; however the Government reserves the right to make a single award if in the Government's best interest. Quoters are requested to review the attached BPA Terms and Conditions document, which is the solicitation document itself, as well as its attachments: (1) Medical Requirements and Evaluation and (2) BPA Pricing Table. Please read all documents carefully. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The RFQ is set aside 100% for Service Disabled Veteran Owned Small Businesses under NAICS code 112990. List of contract line item number(s) and items, quantities and units of emasure: See attached BPA Terms and Conditions. Description of requirements for the items to be acquired: See attached BPA Terms and Conditions. Date of Delivery: See attached BPA Terms and Conditions. Place of delivery and performance: See attached BPA Terms and Conditions. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, however no alternative terms and conditions or commercial items outside those specified in the attached BPA Terms and Conditions will be considered The provision at 52.212-2, Evaluation -- Commercial Items, is not used in this solicitation. Please see the attached BPA Terms and Conditions for the evaluation procedures to be used. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quote. The LPTA process is appropriate when best value is expected to result from selection of a technically acceptable quote with the lowest evaluated price.
