- Senior Executive Service (SES) Coaching Services Workforce Management and Consulting Department of Veterans Affairs Request for Information/Sources Sought September 30th, 2015 I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Veterans Health Administration (VHA) is the largest component of the Department of Veterans Affairs (VA). It is comprised of 152 medical facilities and numerous Program Offices that serve the various business needs of the VHA. The Workforce Management and Consulting Office (WMC) is the Program Office within VHA that focuses on meeting the challenges of improving workforce capabilities within a human resources context, including sponsoring several leadership programs for all levels of VHA employees. However, there is only one formal program for which WMC currently provides programmatic oversight for senior executives - the VHA Healthcare Senior Executive Coaching Network Program (also referred to as the SES Coaching Network). Additionally, WMC supports ad-hoc coaching and mentoring support for VHA executives who are not part of the program, but require coaching due to special circumstances. The SES Coaching Network provides VHA with the capability to address one of the most pressing concerns of the organization, which is the potential loss of organizational knowledge at the senior executive level resulting from retirement, as well as other causes. This loss of organizational knowledge, combined with a growing number of new leaders transitioning into complex roles who are recruited from both within VA as well as from outside of VA, creates a need for 'post-appointment' coaching, development and knowledge transfer at the senior executive level. In order to fill these gaps, the SES Coaching Network currently utilizes a cadre of current and recently retired VHA senior executives to serve as mentors to newly appointed VHA senior executives. These VHA health care leaders serve or have served in various capacities to include Deputy Under Secretaries, Network Directors, Medical Center Directors, Chief Medical Officers, Chief Officers, Deputy Chief Officers, National Program Directors, and Chief Consultants. The program is distinct from traditional leadership development and coaching programs in that it emphasizes VHA-specific knowledge transfer and mentoring that goes beyond generic leadership development. Membership in the SES Coaching Network is strongly recommended by VHA senior leadership. Each VHA senior executive is enrolled into the Program soon after appointment and is a member of this orientation/transition program until requirements are met. The duration of enrollment typically spans a one to two-year period. The Program Manager of the SES Coaching Network works with each new appointee to tailor a coach match that is in line with the needs and interests of the coachee and those of their supervisor. Coach matches may be with either internal VHA seasoned senior executives or contracted coaches. III. Requirements: VA is seeking a contractor who can provide the following services: Individual Coaching - The Individual Coaching component of the Program may be conducted virtually or in person, dependent on the kind of coaching and the location of the coach and the coachee. There are coaching sessions that are held on a regular basis and are typically performed in a virtual capacity but can be face-to-face if the coach and coachee are within the same locality. There are also Site Visit coaching engagements that are performed in person, which are held less frequently. Project Management - In order to effectively coordinate the multiple coaches that are to be assigned to the senior executives and the multiple activities that correlate to the program, Project Management oversight ensures the execution of coaching activities. Working closely with the COR and the Program Manager, this allows for a coordinated effort to identify possible coach-coachee matches that are in line with desired outcomes. Webinars - These presentations focus on specific material to be presented to a group of coachees that is requested by WMC. IV. Submittal Information: Responses will assist in determining the acquisition strategy used for this procurement. For example, if enough responsible and capable -Disabled Veteran Owned Small Businesses (SDVOSBs) respond, the acquisition strategy will most likely be a SDVOSB set-aside; therefore, interested vendors who are responsible and capable of performing the work are strongly encouraged to respond by the date specified. At this time no acquisition strategy has been decided. The following Information is requested in response to this RFI: Please include: Company Name, Company Address, Point of Contact, and Telephone Number, e-mail Address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: 2.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in Section III: Requirements. 3.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. 4.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 5.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 6.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. 3.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties shall be required to respond to the resultant solicitation separately from their response to this sources sought notice.
