- Draft Engineering Products and Technical Services Exhibit A Contracts Data Requirements List (CDRLs) Draft RFP Engineering Products and Technical Services ADVANCE PLANNING NOTICE NAWCAD Air Traffic Control and Landing Systems (ATC&LS) Division Engineering Products and Technical Services The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Engineering Products and Technical Services. Contractor services are required to support system test and evaluation ; system certification; technical support; pre-positioned technical support; supply support; systems improvement; systems engineering; systems development; operational software development and maintenance; test support software development and maintenance; field change program support; production engineering; special purpose test fixture development; test bed support; overhaul and restoration program support; program management; quality assurance; and system safety support for various ATC&LS equipment including, but not limited to: Precision Approach Landing System (PALS) AN/SPN-46(V); Landing Control Central Trainer AN/SPN-42T ; Aircraft Approach Control Transmitting Set AN/SPN-41; Radar Set AN/SPN-43; Aircraft Control Approach Central AN/SPN-35; Aircraft Approach Control Transmitting Set AN/TRN-28; Shipboard UHF Link 4 Transceivers; Radio Set AN/GRC-171; Advanced Display System AN/UYQ-70(V)1; next generation ATC&LS systems presently under development such as Joint Precision Approach Landing System (JPALS); Dual Band Radar (DBR); Naval Avionics Platform Integration Emulator (NAPIE); shipboard PALS Data Acquisition and Data Reduction Systems; and other ATC&LS equipment. T he Air Traffic Control &Landing System Division (AD 4.11.7) NAWCAD is designated as the Design Agent, the In-Service Engineering Agent (ISEA), and the Software Support Activity (SSA) for ATC&LS. The principal places of performance for the services identified within this contract are Patuxent River, MD; Webster Field Annex, St. Inigoes, MD and contractor facilities as outlined in the Section C Performance Work Statement (PWS). This requirement is for the issuance of a Cost-Plus-Fixed-Fee (CPFF) Single Award Task Order Contract for a five-year ordering period. The anticipated period of performance for this requirement is 31 March 2016 through 30 March 2021, with an estimated total level of effort of approximately 697,730 hours. This requirement will be competed amongst all eligible firms (full and open competition) via www.fbo.gov with a Product/Service Code (PSC) of AC65, Research & Development: Defense Electronics and Communication Equipment - Operational Systems Development. These services are not considered knowledge-based services. This requirement is a follow-on for the Engineering Products and Technical Services previously solicited on a competitive basis and awarded to BAE Systems Technology Solutions and Services, Inc. under task order N00178-04-D-4018 M805 for engineering products and technical services. The Engineering Products and Technical Services requirement will be solicited as a separate follow-on under N00421-15-R-0009. This is NOT a Request for Proposal. This notice and the attached Draft RFP # N00421-15-R-0009 are for informational purposes only. Questions will not be entertained at this time. Anticipated solicitation release is Nov 2015.
