- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure, on an other than full and open competition basis in accordance with FAR 6.302-1 from Raytheon Company, 2000 East El Segundo BlvdD, El Segundo, CA 90245-0902, a five year contract to provide the Naval Air Systems Command, Naval Air Technical Data and Engineering Services Command (NATEC), and the F/A-18 and EA-18G Fleet Support Team (FST), located in San Diego, CA, Contractor Engineering Technical Services (CETS) Contractor Field Services (CFS) to include on and off-site proficiency training, technical guidance and advice to resolve unusually complex technical problems. This acquisition is in support of the F/A-18, EA-18G, and AV-8B series aircraft systems and sub-systems to include the AN/APG-65/65(V)/73/79 radar systems. Raytheon Company is the developer and original equipment manufacturer (OEM) of the equipment to be supported. Raytheon is the only source available with the requisite data and specific technical support personnel knowledgeable of this equipment. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement or proposal which shall be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the systems and aircraft and must include personnel specifically qualified to provide the services described. Award of this contract is expected to occur in FY 2016. Inquiries may be directed to Sarah Ferrucci at sarah.ferrucci@navy.mil. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-15-R-0062 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about (insert date). All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO.
