- Draft PWS Request for Information Air Force Installation Contracting Agency 771st Enterprise Sourcing Squadron Vehicle Barrier Maintenance and Repair Service DISCLAIMER This is a Request for Information (RFI) only. The purpose of this RFI is to obtain market information or capabilities for planning purposes as defined in FAR 15.201(e). This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Participants are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission will not be reimbursed by the Government. The information requested will be used by the Air Force to facilitate decision making for potential future acquisitions. Please monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this potential requirement. 1.0 Background The 771 ESS/EGA is seeking additional information on Vehicle Barrier (VB) Maintenance and Repair (M&R) Services in support of Air Force installations throughout the United States (US) and potentially Air Force Installations outside the US. The 771 ESS/EGA is part of the Air Force Installation Contracting Agency (AFICA). The mission of AFICA is to provide the U.S. Air Force cross-functional installation strategic sourcing and acquisition solutions. AFICA is the Air Force's centralized organization for executing enterprise-wide strategic sourcing of goods and services for Air Force installations throughout the United States. They utilize strategic sourcing best practices to continually improve and re-evaluate organizational purchasing activities improving quality and reducing costs for installation acquisition. The 771st uses cross-functional teams to strategically source goods and/or services at the enterprise level. We are continuing our market research into the VB M&R Services industry to better understand the capabilities of the service industry. The initial scope of this research includes the following services for VBs at entry control points at Air Force installations: - Repair & maintenance of active VBs and infrastructure -- Repairs - Major, minor, and emergency repairs --- Major repair/replacement of major system components such as electric motors, pumps, hydraulic cylinders, control systems, and back-up power source --- Minor repair/replacement of minor parts/components such as sensor, actuators, switches, belts, chains --- Emergency repairs --- trouble-shooting and quick repairs -- Maintenance - Quarterly, semi-annually and annually --- Corrosion control --- Replace filters, clean and replace hydraulic fluid, replace hydraulic hoses/ connectors, replace drive belts and chains --- Replace/Calibrate: sensors, actuators, limit switches, pressure switches, and barrier position indicators --- Inspection/checkout: control system and its components, hydraulic lines, fittings, oil, chains, belts, motor, pumps -- Infrastructure for active barrier systems: controls, actuators, sensors (vehicle detector, position detectors) and traffic lights - Repair and maintenance of passive VBs -- Replacement and repair of damaged barriers -- Repainting and reflective markings Currently, these services are typically procured by each facility using a local base contracting office. The 771st seeks to develop a long term strategic sourcing contract vehicle to satisfy demand so facilities may place service and maintenance request orders as needs arise. By leveraging resources, defining common requirements and specifications, we will simplify the acquisition process and reduce the lead time in the ordering process for the requesting installation. There is not yet a final determination concerning the number, scope and geographic coverage of requirements associated with this area of interest. However, it is possible the total value of a resulting enterprise contract could be near $45M for a five year period of performance. 2.0 Requested Information The 771st seeks to learn from industry the unique aspects or procedures for VB M&R Services throughout the US and potentially outside the US. We seek both large and small business respondents who are interested in supporting the Air Force's needs. The input received will help us ascertain the interest, capability, and capacity of all potential offerors. Reviews of available North American Industrial Classification (NAICS) codes/spend suggests the following NAICS codes may be applicable for this RFI: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, 561621 Security Systems Services, 561210 Facilities Support Services, 238990 All Other Specialty Trade Contractors. If you are an interested large or small business, please complete the short questionnaire vehicle barrier maintenance and repair. This will include providing the name, phone number, and e-mail address of a company representative that the Government may contact for additional information. We highly encourage all interested parties to provide a complete and thorough questionnaire in response to this RFI, however not responding will not preclude participation should a solicitation be released. The Government has also provided a draft copy of a performance work statement and the online questionnaire will include a section for you to provide your comments, questions, and concerns. The above link will direct you to the online questionnaire. For your convenience, there is a.pdf document with the questions so you and your company can review prior to starting the online questionnaire. You will need to have information such as your company's DUNs number, basic employee data, revenue data, etc. for the past 3 fiscal tax years (or as best approximated). The.pdf document is for reference only. The Government will not be accepting written responses. The online questionnaire is the preferred source tool for gathering responses; please use the best available information or estimates. If you need to stop the survey during any time, you will be able to resume your session using the same computer from which you started. Information gained through this RFI will be used to further define the Air Force requirements. Individual capability briefs and or statements will not be accepted at this time.
