- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Systems Corporation (NGC) a Cost Plus Fixed Fee delivery order to provide for additional Multi-Function Active Sensor (MFAS) functionality in order to provide operations in environments where the electromagnetic spectrum is contested. These Counter Electronic Attack (EA) features will leverage existing Counter EA technology and develop specific MQ-4C Triton implementation and integration as necessary in order to ensure that the Triton system can continue to identify, track, and classify maritime targets in these environments. The Contractor's activities required for Non-Recurring Engineering (NRE) consist of: • Determining the feasibility of modifications to the Multi-Function Active Sensor (MFAS) to incorporate a Counter EA capability • Determining necessary trades in SWAP-C and/or processor changes that may be required as a result of Counter EA implementation • Defining detailed requirements for incorporation of Counter EA into the MFAS radar and the MQ-4C Triton Unmanned Aircraft System (UAS) • Conducting a System Requirements Review (SRR) for Counter EA incorporation The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. NGC is the sole designer, developer, manufacturer and integrator of the MQ-4C Triton UAS (BAMS UAS), and therefore is the only contractor with the requisite knowledge, experience, and technical data to integrate the capabilities concurrent with system development and low rate initial production. The MQ-4C Triton UAS capability could not be obtained from another source due to limitations on availability of sufficient data. The Government does not possess the technical and computer software data to conduct competitive procurements for these requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
