Description
J85 Engine MISTR (Management of Items Subject To Repair) Components This is a Sources Sought Synopsis (SSS) for market research purposes issued at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information for the procurement of repair/overhaul services for J85 Engine MISTR Components to determine available sources for the items listed below under 'Program Requirements'. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This SSS does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. This SSS includes a market research survey pursuant to FAR Part 10 to determine the availability of potential sources, and the need for a Presolicitation Conference. This market research will be used to help determine if this effort should be a Small Business Set-Aside. The information received will be utilized by the Air Force in developing its acquisition strategy, Performance Work Statement, Purchase Description and Specification. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it shall be marked 'PROPRIETARY,' and will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified. The information in this notice is based on currently available information. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Not responding to this Sources Sought does not preclude participation in any future solicitation, if one is issued. Interested persons should identify their interest and capability in response to the SSS. This notice of intent is not a request for competitive proposals. Specifications, plans, or drawings relating to the procurement described are available and can be furnished by the Government. The proposed acquisition is expected to be a Firm Fixed Price (FFP) indefinite-delivery/indefinite-quantity (ID/IQ) contract for a total of five (5) years (period of performance 2017 - 2022) using FAR Part 15 acquisition processes. It is anticipated the basic period of performance will be three years with 2 one-year options that may be exercised. The proposed North American Industry Classification Systems (NAICS) Code is 336412, which has a corresponding Size Standard of 1,000 employees. The Government is interested in all businesses to include Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to subject SSS by identifying their NAICS code, business size status, any proposed teaming arrangements, and history of providing this repair/overhaul (or similar type work) to the Government or to commercial customers for the last three years. Responses and/or questions to this synopsis will be posted through FBO. Program Requirements This requirement is to provide repair/overhaul services for the J85-GE -5/-21 MISTR engine components. These propulsion items are reparable internal components and assemblies made of high strength steel alloys, castings and forgings used on the J85 engine. Other components consist of accessory assemblies (i.e. main fuel control, afterburner fuel control, main fuel pump, afterburner fuel pump, and variable exhaust nozzle power unit). This requirement will provide performance based services with technical, logistics management and repair/overhaul requirements for the return of unserviceable J85 components to a serviceable condition for Air Force-managed items and common items to the user community. The Repair Qualification Requirements (RQR) identified as J85 Repair Qualification Requirements was posted to FBO on 26 June 2015 and is available to offerors to provide guidance on repair source approval requirements. The forecasted J85 component workload is identified on the Best Estimated Quantity (BEQ) attachment (Attachment 2) for the planned five-year period. The quantities are estimates only and may not reflect actual quantities of components to be generated over the anticipated period of performance for this requirement. A DRAFT Performance Work Statement (PWS) is attached (Attachment 1) and identifies the levels of anticipated work scope and the list of AF component manuals. This DRAFT PWS is subject to change/updating and may not reflect the exact work scope of any resulting solicitation. Support for USAF, USN, Foreign Military Sales (FMS), and National Aeronautics and Space Administration (NASA) requirements will be provided by this requirement. The FMS work scope will be repair and return. Support for the following will be provided by this: a. J85 Intermediate and depot level requirements b. Two (2) Engine Regional Repair Centers (ERRC): Laughlin Holloman c. Propulsion Modernization Program for T-38 Planned Period of Performance - Basic Year: January 2017 - January 2020 Option I: January 2020 - January 2021 Option II: January 2021 - January 2022 All responsible offerors interested in providing services for this requirement are requested to provide a written summary of information concerning their technical certifications, capabilities, experience (current services or contracts - include points of contact and telephone numbers) and corporate background. Responses to this SSS shall be limited to 30 pages maximum, typographical font size 12 using either Arial or Times New Roman fonts. For purposes of market research, the Government is seeking to understand the capability and capacity of all interested sources. The following questions apply to an acquisition strategy in which workload items are a set-aside that could potentially be awarded to a Small Business for a portion or for all the requirements described in Attachment 2 List of National Stock Numbers (NSN) and Best Estimated Quantities (BEQ) to this SSS. The current Product Service Codes (PSC) for this workload are J028, J029, J030, J031, J043, J048, J059, and J061. Please provide the following business information for your company and for any teaming or joint venture partners: - Company Name/Address - CAGE Code (if available) - DUNS Number - Point of Contact for questions and/or clarification - Phone/Fax Number - Email address - Web page URL - Teaming Partners (if applicable) - Size of Business (i.e. Large/Small Business, Small Disadvantaged Business, 8 (a) concern, Service-Disabled Veteran-Owned Business, HUBZone Business, Women-Owned Small Business) Size relative to NAICS Code 336412 (Small Business Size Standard 1000 employees or less) - U.S. or Foreign Owned Entity - Provide any recommendations and/or concerns. - Please indicate whether your interest in this as a prime contractor or as a subcontractor? Capabilities: For any workload you are interested in performing, provide a brief summary of your company's experience and past performance history within the past five years (indicating if you performed the work as a prime or subcontractor) as it relates to the magnitude of this anticipated requirement. For any workload you are interested in performing, do you have the required support equipment tooling and fixtures, as well as facility to perform the J85 repair/overhaul / repair of the anticipated requirements? Do you also have the capacity in terms of skills and resources to perform the repair/overhaul workload, as well as supply chain management support of Contractor Furnished Material (CFM)? Is there any J85 specific workload currently performed by your company, or have you performed any J85 workload in the last 5 years? Is your company currently at maximum capacity? a. If not, how much extra capacity is possible (per month)? b. If so, could your company increase capacity to meet the projected workload plus any Surge requirement, as identified in the PWS (1.7.4)? i. Would it require more manpower ii. Would it require more equipment/tooling iii. Would it require more certifications c. How long would it take to increase capacity? d. Would capacity increases involve contractual actions with sub-vendors? Does your company use Original Equipment Manufacturer (OEM) and/or Government (Gov.) Cognizant Engineering Authority (CEA) approved sources for CFM for your Government workload? Has your company ever been awarded a Government contract before? Has your company ever worked with Defense Contract Management Agency (DCMA)? Is your company familiar with Gov. FAR 15 contract Business Accounting requirements? Additionally, the Government is seeking to better understand the market-based input to minimizing risk in pricing and for strategy involved in an ID/IQ contract solicitation. Please respond to the following questions. Will establishing quantity ranges provide efficiencies/economies of scale that will enable lower prices to be established? Please explain your answer. a. Does the use of quantity ranges impact whether you would propose on this effort in the future? Explain your response. b. Are there any unintended consequences/complexities by using quantity ranges? (For example administration, invoicing, etc...) Please explain your response. Will the use of quantity ranges reduce Offeror risk in proposing Firm Fixed Prices for the stated quantity ranges? Explain why or why not? Are there any constraints with the intended Government strategy for a five year contract effort that would keep your company from bidding on any potential future solicitation, and if so, please describe the constraints and impacts caused by the constraint as well as propose what strategy would better suit your company in terms of potentially bidding on any potential future solicitation?
