- 11 Payment Plan GPS III 10 Government Property 09 Mission Requirements Annex (See Bidder's Library) 08 Evaluation Criteria 07 Instructions to Offerors 06 Acceptance Criteria 05 Small Business Plan 04 DD254 03 PWS 02c Exhibit C CDRL 02b Exhibit B CDRL 02a Exhibit A CDRL 01 Model Contract The Space and Missile Systems Center (SMC), Launch Systems Directorate (LR), Los Angeles Air Force Base, CA is releasing the Request For Proposal (RFP) for the EELV Phase 1A GPS III mission launch service. The RFP, FA8811-15-R-0001, is included as an attachment to this announcement. Additional sensitive RFP documents can be found in the Phase 1A Bidder's Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed below and must obtain and sign a non-disclosure agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level. Proposals must be submitted to this office no later than 16 November 2015 at 1600 Pacific Daylight Time in accordance with instructions outlined in the subject RFP. Questions in reference to this RFP must only be addressed to the undersigned and may be posted and shared with other offerors. Responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees. The proposed period of performance for this effort is from Authority to Proceed to Initial Launch Capability (May 2018) plus 2 months. An additional RFP for a second GPS III mission launch service shall be posted to FedBizOps no earlier than 15 days from the posting of this announcement.
