- Defense Logistics Agency (DLA) Distribution requires a contractor(s) to provide all management, supervision, labor, storage, facility(s), Material Handling Equipment (MHE), storage aids, operating materials and supplies, and services to perform warehousing and distribution of Meals, Ready to Eat (MRE). Contract SP3300-14-C-0006 is currently in place with Carolina Linkages Service dba Safe Ports for the above services. The contract period of performance ends 14 October 2015. DLA Distribution is currently working on re-competing the services and anticipates award in early to mid 2016. DLA Distribution Contracting Office located at New Cumberland, PA intends to make an award on a sole source basis to Safe Ports for a period of one (1) year in order to ensure no break in services is incurred. In accordance with FAR 13.106-1 (b), if another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to re-solicit this requirement is between six (6) and nine (9) months. The short-term award will provide uninterrupted service. Safe Ports is currently providing the service in a satisfactory manner and has experienced resources in place to perform the tasks required. Safe Ports' personnel have become intimately familiar with the DLA Distribution support required to provide the services. Issuing another solicitation for the one (1) year period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient or cost effective for the Government.
