- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This will be a 100% Hub-Zoned Set-aside. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HR1025550205 is issued as a Request for Quotation (RFQ). The Government intends to acquire services using Commercial Items, FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13. The North American Industry Classification System Code [NAICS] is 23810. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82. CLAUSES INCORPORATED BY REFERENCE FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52-212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items, will apply: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34. The full text of a FAR clause may be accessed electronically at http://www.acqnet.gov/far. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. The Offeror shall provide a quote based upon Firm-fixed price totals for the office renovations as follows: Scope of Work shall include. 1. Construction of approximately 13 LF of 3 5/8", 20 gage metal studs with 5/8" drywall each side finished to a level five. 2. Construct approximately 22 LF of header to allow for storefront framing. 3. Provide approximately 20 LF storefront frame and glass to include door frames matching the existing in appearance, style, and design. 4. Furnish and install 2 new 3'-0" x 7'-0" wood doors to match the existing. Door hardware to match existing hinges, door stops, and passage locks. 5. Remove existing "cloud" ceiling and install an entirely new lay-in ceiling system. System shall match Building "E" existing. Ceiling tile shall be CertainTeed "Cashmere CM-454 ceiling tile with insulation over the ceiling. All light fixtures and HVAC grilles shall be temporarily supported until installation of new system. 6. Furnish and install new cove base on new walls to match existing. 7. Remove all existing wall hung items and patch wall as required to match level five finish. 8. Prime and paint all drywall surfaces with 1 primer coat and 2 finish coats to match the color of the existing Building "E" walls. 9. Relocate existing light fixtures as required (see sketch). 10. Add an additional light switch in the new office where an existing switch is not presently located. 11. Relocate the electrical outlet presently installed at a high elevation to match the balance of outlets near the floor elevation. 12. Add 4 new electrical outlets to match the furniture arrangement or as directed by the Department of State. 13. Provide new communication and data drop conduit as required for furniture orientation. 14. Furnish and install 1 new 2' x 2' supply grille installed in the new lay-in ceiling system. Provide 8" flex duct from existing metal duct supply to grilles. Flex duct shall not exceed 5 feet in length. 15. Drop the existing sprinkler heads to the elevation of the new lay-in ceiling system. 16. Protect all existing floor surfaces during construction until all clean-up is completed. 17. All workmanship shall comply with NEC, NFPA, IBC Codes and DOS Building Standards. 18. Relocation of two quad data outlets installed in the new wall to be constructed. All cable to be tested and recertified to EIA/TIA 569-B standards. The proposed price is based on all employees clearing background checks required. Work shall be completed on Saturdays and Sundays as agreed by the Department of State. All existing flooring shall be protected and if damaged shall be replaced by the Contractor. Clean up shall be done at the completion of each work day. All work will be completed in a maximum of 4 weekends. Quote shall be submitted via email to mansfieldg@state.gov Attn: Gwendolyn Mansfield, Contracting Officer by 2:30 PM, Eastern Standard Time on Wednesday, September 30, 2015. Proposal shall be marked with RFQ HR1025550205. A cover letter signed by the company representative may accompany the quote to set forth any information that the offeror wishes to bring to the Government's attention. Quotes will be accepted via email only. Late submissions will not be considered. The burden of insuring the Vendors' quote is received by this office, within the stated timeframe, is the responsibility of Vendor. All quotes must be valid for 30 days from the closing date for this solicitation. Communication Concerning Request for Quotation Only the Contract Administrator or the Contracting Officer may be contacted regarding this solicitation. Communication concerning this solicitation with any other Government personnel, including contractor support personnel, is prohibited unless specifically authorized elsewhere herein. If such contact occurs, the Offeror making such contact may be excluded from award consideration. RFQ Preparation Costs This Request for Quotation (RFQ) does not commit the Government to pay any costs incurred in the submission of any proposal/quote. The RFQ does not commit the Government to procure or contract for said services. The contracting officer is the only individual who can commit the Government to the expenditure of public funds in connection with this proposed procurement.
