Description
Solicitation 10-01-2015 Drawings Part 1 10-01-2015 Return Package 10-01-2015 Asbestos Survey Report 10-01-2015 Limited Asbestos Survey 10-01-2015 Drawings Part 2 10-01-2015 Specifications 10-01-2015 The United States Postal Service (USPS) plans to issue a Firm Fixed Price Contract for the RTUs Replacements and Controls Upgrades at the Los Angeles NDC located at 5555 Bandini Blvd in Bell CA 90201-9997. All work will be done in accordance with USPS approved specifications and drawings. The construction performance time for this project is 380 calendar days from Notice to Proceed. PROPOSAL: Contractors will be required to submit a Qualification Statement/Package (Attachment 24), a Management/Technical Plan (Attachment 12) and their Price Proposal. To be considered, a company must meet the following minimum requirements as shown in the Qualification Statement/Package (Attachment 24): Background, Eligibility, Certification and Affirmation, Bonding Information, Financial Capability, Safety, and Comparable Experience. Pre-qualified contractors will be placed on a list for inclusion in future solicitations in this area with similar scopes of work. There is no guarantee that a specific number of solicitations will be issued to these pre-qualified contractors. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. A. The scope of work includes but is not limited to the following: Removing and replacing eight (8) existing 60-Ton package rooftop air conditioning units located on the roof of the expansion building and associated temperature sensors. Removing and replacing an existing 20-Ton split-system computer room air conditioning unit (indoor unit located in the Penthouse and condenser located on the roof) including associated refrigerant piping. Removing and replacing two (2) existing auxiliary cooling coils along with section of chilled water piping, piping accessories and controls serving the Maintenance Office and Operations Office as shown on sheets M1.01 and M1.02. Installing eight (8) new 60-Ton high efficiency AC units with same capacities. RTU-1 through RTU-8 shall be gas/electric single zone with variable frequency drives (VFD) with economizer and power exhaust. Installing four (4) temperature sensors for each rooftop AC unit. Reuse existing control wiring and provide thirty-two (32) new temperature sensors. Installing necessary interface module (Bacnet card), additional control wiring and conduit to connect the new AC units to the existing BMS (Johnson Control Metasys System). Installing eight (8) new adapter curbs for the rooftop AC units and reuse existing roof curb. Reconnect the new supply and return ducts from the new AC units to existing ducts below roof which are to remain. Provide necessary transition to accommodate the configuration of the new equipment. Provide duct insulation for the new supply and return ductwork. Reconnect new electrical, gas line, and condensate drain lines of the new rooftop AC units to existing lines. Installing two (2) new 20-Ton split system computer AC units including associated refrigerant piping and controls for redundant operation. Reconfigure the ductwork serving the Central Control Room (CCR) and Computer/Server Room as shown on sheet M1.06. Installing necessary conduits, electrical wiring, and control wiring for the new computer AC units. Reconnect new condensate drain lines and cold water lines of the new computer AC units to existing lines. Installing two (2) new existing auxiliary cooling coils with new the same type and capacity along with two (2) new thermostats. Provide necessary additional control wiring and conduit to connect the new auxiliary cooling coil thermostats to the existing BMS (Johnson Control Metasys System). Disconnect the ductwork serving the Break Room from the Computer Room air distribution system and connect it to the existing ductwork downstream of auxiliary cooling coil (CC-2). Clean, seal all joints and re-insulate existing ductwork below roof where new connections are made. Testing, adjusting, and balancing (TAB) shall be performed for the new AC units. Providing necessary structural supports and seismic bracing to all newly installed equipment. Providing Operation and Maintenance (O&M) manuals for all new equipment including wiring diagrams. Providing training to USPS personnel in the operation and maintenance of the equipment. Disposing of removed materials and equipment. It is anticipated that replacement of the rooftop HVAC units will require the use of a heavy-lift helicopter as that was the case for the original installation. For planning purposes, assume that only two of the RTUs can be taken out of service at a time. The contractor shall submit a phasing plan with respect to the removal and installation of new equipment. In addition, the contractor is to protect the integrity of the existing roof during the demolition of existing units and installation of new equipment. The contractor shall take into account existing structural considerations when planning his demolition and installation methods. If the units are to be staged or transported on the roof, the contractor is to provide all necessary structural calculations. SOLICITATION: The solicitation package is attached to this posting. The solicitation package will be divided into seven parts: 1) Specifications, 2) Drawings Part 1, 3) Drawings Part 2, 4) Solicitation, 5) Return Package, 6) Asbestos Survey Report, and 7) Limited Asbestos Survey. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information. The names of the offerors and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act, Exception 4.
