- MULTIPLE AWARD INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) ARCHITECTURAL AND EXGINEERING (A/E) SERVICES SYNOPSIS: VA262-15-R-0382 Requests for Information (RFI) were received on or before the deadline specified in A/E Synopsis VA262-15-R-0382. Continuation of A/E's RFIs and VA responses, issued October 1, 2015, are as follows: RFI No. 7: The following is a request for clarification for RFI No. 7 as follows: Question 4 of RFI No 7: Factor 3: Does the pages of CPARS/ACASS evaluations for the five projects count towards the 50 page limit? VA Response: Yes, SF 330 response for Factor 3 pages of CPARS/ACASS and the Past Performance Questionnaire (PPQs) evaluations for the five projects shall count towards the 50 page limit. However, as an exception, if the PPQ is to be submitted via email by a client prior to the response date, this PPQ submission does not count towards the 50 page limit. The above VA Response states that the CPARS/ACASS will count towards 50 page limit. Please note that CPARS usually print on 3 or 4 pages. This results in five projects times 3 or 4 pages equals 15 to 20 pages just for copies of CPARS out of 50 page limit. Here is the page count: Part - I A,B,C & D = 3 PAGES Part - E - Resumes = 18 Pages Part - F- Five Projects = 5 Pages Part - G-Matrix = 1 Page Part - H- Additional Information =15 Pages Total Pages: 42 Pages. Only 8 pages are left for CPARS/ACASS for 5 projects. Please reconsider inclusion of CPARS/ACASS in 50 page limit. Most agencies do not count them towards the page limit. I believe to make exception for PPQs from page limit is unfair to A/E firms who have CPARS for the projects. VA Clarification Response to RFI No. 7: The Contracting Officer has reconsidered the 50 page limit which shall exclude of CPARS/ACASS and PPQ in the 50 page limit as specified in the A/E synopsis; Since the CPARS/ACASS/PPQ is excluded from the 50 page limit, this information to your SF 330 shall be in a separate tab with the following label: "Section H- CPAR/ACASS/PPQ" The following RFIs were inadvertently not included in the September 29, 2015 posting: Continuation: RFI No. 10: Are the CPARS/ACASS/PPQ evaluation forms excluded from the 50 page limit? VA Response to RFI No. 10: Yes, CPARS/ACASS/PPQ evaluation forms are excluded from the 50 page limit. Please review VA clarification response for RFI No. 7 above. RFI No. 11: Would you like the ACASS/CPARS/PPQ evaluation forms immediately after the Section H narrative and before the Part II forms? VA Response to RFI No. 11: Since the CPARS/ACASS/PPQ is excluded from the 50 page limit; this information to your SF 330 shall be in a separate tab with label "Section H- CPAR/ACASS/PPQ" RFI No. 12: Is Factor 7, Letters of Commendation/Awards excluded from the 50 page limit? VA Response to RFI No. 12: No, Factor 7, Letters of Commendation/Award is not excluded from the 50 limit. RFI No. 13: Under Solicitation item 6.c. it states, " Šincluding 15 pages for Section H." Does this mean that Sec. H has a maximum of 15 pages? And, do these 15 pages count towards the 50 page limit? VA Response to RFI No. 13: Yes, the 15 pages for Section H shall count towards the 50 page limit. RFI No. 14: Under Factor 2, first paragraph beneath bullet xii, it states, "Other personnel should be shown on the organization chart by discipline in the total number available for utilization on task orders assigned under this contract." Can you clarify or provide a visual mockup/example of what is meant by "the total number available for utilization"? VA Response to RFI No. 14: What this statement is referring to is the "other key personnel" from ix through xii. Please see RFI 15 incorporation xiii. One (1) certified value specialist (value engineering). RFI No. 15: We respectfully request clarification as to whether the Government will consider adding Certified Value Specialist (CVS) to the disciplines listed under Factor 2 - Professional Qualifications included in Section 5. Offerors Will Be Evaluated on the Following Criteria for the IDIQ A/E Services for VISN 22 - Solicitation VA26215S0382. VA Response to RFI No. 15: In Factor 2 - Professional Qualifications, page 8 of 17 incorporate the following under "Resumes shall be provided for other key personnel" as follows: Add: xiii. one (1) certified value specialist (value engineering)
