Tracking Number: 831506242 Contracting Activity: Defense Information System Agency (DISA)/Defense Information Technology Contracting Organization (DITCO)/PL8312 Requesting Activity: Military Sealift Command (MSC) Title of Requirement: Communication Security (COMSEC) Electronic Key Management System (EKMS) Support Description of Services: 1. EKMS Audit Performance. Contractors use their EKMS Subject Matter Expertise (SME) as to effectively perform and interpret inspection findings based directly from Department of Defense (DOD), Department of the Navy (DON), and MSC EKMS Policy. Audits include inspections, corrective actions, deficiency training, reporting and tracking. The Audit program is the key to ensuring compliance across MSC as well as mitigating additional COMSEC incidents and Practice Dangerous to Security (PDS). 2. EKMS Tier Two (Parent Account) direct support. Support includes COMSEC equipment firmware and software management, Life Cycle Management, COMSEC visits, COMSEC Material inventories, COMSEC equipment installation/testing, Local Element support, and on-call MSC EKMS SME assistance. 3. The COMSEC EKMS Support Services assist COMSEC in the management of MSC assigned EKMS resources. Security Requirements. TOP SECRET clearance is required to meet requirements set forth in the Performance Work Statement (PWS) which will be posted with the solicitation. Contract Classification Specification. The following security requirements shall apply to this effort. References: a. EKMS 1 Series b. EKMS 3 Series c. SECNAVINST 5510.36 Facility Security Clearance. The work to be performed under this contract is up to the Top Secret level, therefore, the company must have a final Top Secret Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB) at time of award. Place of Performance: On-site locations will be available for the following: •3 COMSEC FTE's CONUS, Norfolk, VA. •1 COMSEC FTE CONUS, San Diego, CA •Forward deployed COMSEC FTEs on-site in Guam, Japan, and Singapore at each country's respective SSU/MSCO (1 FTE per site). Local or long distance travel: Travel in and around the primary place of performance may be required throughout the period of performance. Additional travel within CONUS and OCONUS is required to support the requirements of the Performance Work Statement (PWS). Period of performance: One year from contract award with four (4) one-year options. A 60 day transition period is anticipated for this effort if percentage of current workforce is not sustained. In accordance with Federal Acquisition Regulation (FAR) Part 6.203 and 19.502-1, the Government intends for this acquisition to be offered for competition limited to Small Business Concerns. This procurement will be 100% set-aside for Small Business Concerns. The National American Industrial Classification Standard (NAICS) code for this procurement is 541519. Solicitation HC1028-16-R-0001 and all related documents will be posted at this site. Instructions for submitting questions and quotes will be given at the time the solicitation is released. The resulting award will be Best Value Trade-off method. If at any time the Government determines that the requested services are no longer required, the Government reserves the right to not make an award. The Government also reserves the right to award without discussions. The release of the Request for Proposal (RFP) is anticipated on or about 09 Oct 2015. All responses from responsible Small Business Concerns will be considered for evaluation and award of the contract. Oral communications are not acceptable.
