- Description
- The Joint Personal Property Shipping Office (JPPSO) for the Northeast region of the United States, located at Hanscom Air force Base, is requiring Tobyhanna Army Depot to award a Firm Fixed-Price, multiple award Blanket Purchase Agreement (BPA). The Firm Fixed-Price BPA will be for the Direct Procurement Method (DPM) for preparation, packing, containerization, unpacking, storage, and movement of local Schedules I and II (Inbound and Outbound Services) of household goods and unaccompanied baggage belonging to DoD military and civilian personnel as stated in Defense Travel Regulation 4500.9-R-Part IV. The Government shall award to multiple contractors as a Firm Fixed-Price BPA with an anticipated period of performance beginning on 01 January 2016 through 31 December 2016 with four (4) additional option periods. There is no guarantee that the option periods will be exercised. Submission of proposals must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. Service areas include parts of the state of Pennsylvania and New Jersey. The counties covered for each state are as follows: State of Pennsylvania: Carbon, Lackawanna, Luzerne, Monroe, Pike, Susquehanna, Wayne and Wyoming. State of New Jersey: Warren. The offeror shall furnish all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of Department of Defense (DoD) personnel for shipment and/or storage and related services through the DPM. The offeror shall maintain a current Regional Storage Management Office (RSMO) certification and certification of contractor capacity throughout the life of the contract. Instructions for RSMO certification will be available at time of solicitation. RSMO certification shall be obtained by the closing date of the solicitation and included in the proposal to be considered for award. The anticipated period of performance will be one (1) year base period (01/01/2016-12/31/2016) with the option to extend for four (4) additional twelve month periods: 01/01/2017 through 12/31/2017, 01/01/2018 through 12/31/2018, 01/01/2019 through 12/31/2019 and 01/01/2020 through 12/31/2020. This acquisition will be pursued in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. NAICS code is 488991, Size Standard is $27.5 Million. Request for Proposal (RFP) W25G1V-16-R-0002 will be issued on or about 01 October 2015. Actual issue and due dates shall be established in the solicitation. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract shall be Firm Fixed-Price, multiple award, Blanket Purchase Agreement (BPA). All prospective offerors must be registered in System for Award Management (SAM) prior to award of contract with any DoD agency.
