- The U.S. Army Mission and Installation Contracting Command, MICC - Fort Eustis, VA anticipates awarding a competitive Firm-Fixed Price, multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a twelve (12) month base period and four (4) one-year option periods to provide employees/facilities for Programmed and Unprogrammed Drydocking, Cleaning, Painting, Repairs and Modifications to U.S. Army Active and Reserve Vessels located on the East Coast for the U.S. Army Tank-Automotive and Armaments Command (TACOM), Watercraft Inspection Branch (WIB) located at Fort Eustis, Virginia. The vessels are located at various sites, to include: Fort Eustis, Virginia; Fort Belvoir, Virginia; Baltimore, Maryland; Morehead City, North Carolina; Sunny Point, North Carolina; and Tampa, Florida. There are 47 vessels on the East Coast; two (2) Logistics Support Vessels (LSV 1-8); two (2) Large Tugs (LT-800); ten (10) Landing Craft Utility (LCU-2000); four (4) Small Tugs (ST-900); one (1) Crane Barge Derrick (BD-6800); three (3) Barges, Deck Cargo (BC); two (2) Barges, Gasoline (BG); sixteen (16) Landing Craft Mechanized (LCM-8); six (6) Modular Warping Tugs (MWT); and one (1) Side Loading Warping Tug (SLWT). The Area of Consideration for this procurement will be United States East Coast, from Maine down to Florida. Qualifications are based on the contractors' ability to obtain an Army Master Vessel Agreement (MVA) in accordance with DFARS Subpart 217-71-Master Agreement for Repair and Alteration of Vessels. The anticipated solicitation posting date is October 2, 2015. This requirement has been totally set-aside for small business concerns for all vessel types. The applicable NAICS code is 336611, Ship Building and Repair, with a size standard of 1,000 employees. No paper copies of the solicitation will be issued.
