Description
Title: Sources Sought Notice / Request for Information, Pertaining to a Contemplated New Procurement for IT Support Services for the U. S. Department of Transportation (DOT) This notice is not a Solicitation, and it does not seek the submission of complete formal binding proposals. DOT cannot and will not reimburse any organization for its time or effort or costs expended in compiling a Statement of Qualifications in response to, or in otherwise responding to, this notice. No contract will be awarded from this notice itself. This is merely a Request for Information (RFI) / Sources Sought notice, and it suggests only that any interested company, of any size, e-mail a Statement of Qualifications to Rachael.Taylor@dot.gov and to james.mowery@dot.gov and to Jacqueline.Howard@dot.gov by 11:59 PM Eastern Time October 16, 2015. There is no limit on the length of any response, but each responder should, nevertheless, take care to tailor its submission to the Statement of Work given below. Although this notice stops short of setting October 16 th as an absolute deadline for submitting Statements of Qualifications, DOT is not promising to review any qualifications-statements submitted to the Department after 11:59 PM Eastern Time October 16, 2015. DOT reserves the right to determine, in its sole discretion, whether or not it would be in the Department's interest to review any responses that might be submitted after October 16 th. To repeat: Any interested organization, of any size, is invited to submit a Statement of Qualifications in response to this notice. Under the contemplated new contract, the contractor would be providing IT Support Services not only for DOT's Office of the Secretary (OST), but also, potentially, for DOT modal organizations and DOT agencies located outside of OST. The incumbent contractor is a company named Bowhead Systems Management, Inc. The incumbent contract is currently scheduled to end on March 31 st, 2016. DOT will definitely be re-competing this IT-support-services requirement in the fall of 2015, in preparation for awarding a new contract, and so one of the purposes of this notice is to enable DOT to obtain preliminary information about the kinds and sizes of contractor-companies who might be interested in, and capable of performing, the needed new IT support services contract, which will probably have one Base Year and four Option Years. The needed new contract will probably be awarded in the form of an umbrella-ordering-instrument-that is, either as a Blanket Purchase Agreement from a GSA Schedule, from which individual Calls could thereafter be issued, or else as an Indefinite Delivery / Indefinite Quantity contract, from which individual Task Orders could thereafter be issued. Any interested company should include, in its Statement of Qualifications: (a) resumes for any persons the responder thinks might be serving as staff-members in the performance of any contract that might be awarded to the responder as a result of this notice; and (b) past-performance references, including each such reference-person's current e-mail address and current telephone number; and (c) a narrative describing the history and relevant qualifications of the responding company. Any interested company should consider the possibility of also including, in its Statement of Qualifications, an informal, non-binding display of the fully-loaded hourly pay-rates that the responder estimates might be applicable to any contract that might be awarded to the responder as a result of this notice. Because this is merely a preliminary Sources Sought Notice / RFI, and because it does include a detailed Statement of Work (see below), DOT is not promising to answer any questions concerning this notice. All responses should be tailored to the following DRAFT Statement of Work: DRAFT Statement of Work Introduction 3.1 Objective This Statement of Work identifies and describes tasks that will support the development, testing, maintenance and enhancements of technologies, applications, and processes used to support the Office of the Chief Information Officer (CIO) in the U. S. Department of Transportation's (DOT's) Office of the Secretary (OST) and other Operating Administrations hereinafter referred to as DOT. The Contractor must provide services and support to DOT located in DOT Headquarters in Washington DC. The contractor must provide personnel and services necessary to accomplish specific Calls under this contract. 3.2 Background DOT oversees the formulation of national transportation policy and promotes intermodal transportation. Other responsibilities range from negotiation and implementation of international transportation agreements, assuring the fitness of U.S. transport carriers, enforcing consumer protection regulations, issuance of regulations to prevent alcohol and illegal drug misuse in transportation systems and preparing transportation legislation. 3.3 Description of Current Environment The current portfolio of DOT OST applications includes the core applications as identified below however this list is not inclusive. In accordance with FIPS 199, "Standards for Security Categorization of Federal Information and Information Systems", OST has determined that the security category of the information or information systems under this contract is MODERATE. Other Operating Administrations may categorize their systems differently. OST In-Scope Systems 1 Aviation Decisions Data System (ADDS) 8 Litigation Management System (LMS) 2 Correspondence Control Management System (CCMS) 9 Litigation Activity Workspace (LAW) 3 Case Tracking System (CTS) 10 Regulatory Management System (RMS) 4 Consumer Complaint Application (CCA) 11 Suspension and Debarment System (S&D) 5 Federal Dockets Management System (FDMS) 12 Transerve 6 Grants Notification System (GNS) 7 Legislative Implementation Plan (LIP) 3.4 Staffing Requirements Type of Personnel Labor Categories Anticipated: Program Manager (Key Personnel) Project Manager (Key Personnel) Information System Security Officer (Key Personnel) Systems Architect Systems Engineer Network Engineer QA Engineer Systems Administrator Database Administrator Program Analyst Software Tester Business Analyst Technical Writer Dockets Coordinator (Key Personnel) Dockets Specialist (Key Personnel) It is estimated that 1,880 total staffing-hours, per year, will need to be worked by each particular labor category listed in the table appearing immediately above. 3.5 Scope Scope Statement In support of DOT, this award provides for non-personal information technology and information management support services. The scope of this award includes the operations and maintenance of the existing DOT portfolio of systems as well as the development, modernization, and enhancement of future-state systems. The Contractor shall be responsible for system and software development, testing and evaluation, deployment and business process reengineering. While performing tasks within the aforementioned areas, the Contractor shall conduct all necessary program management, quality assurance, security, and training to ensure successful completion of the requirements captured within this Statement of Work. Non-Personal Services This award identifies services that are strictly non-personal in nature. Inherently Governmental Function This requirement has been reviewed and contains no services that are inherently governmental functions. General Requirements The Contractor shall provide non-personal, IT support, software/hardware management, staffing controls, program management, and shall deliver services both on and off-site as necessary to execute against all requirements established in this Statement of Work and as set forth by the Government. Services shall be performed in eight (8) task areas. These task areas include the following: Program Management Project Management Systems Development Systems Operation and Maintenance IT Security and Privacy Quality Assurance User Training Contract Transition 3.6 Calls Any of the task areas listed above might be included with any of the potential Calls listed below. However, this list is not all inclusive. Work on these projects may be ordered upon initial award at the discretion of the OST CIO. DOT reserves the right to use a performance based work statement for any particular Call or Calls that might hereafter be awarded under this BPA SOW.
