AIR-5.1.6 AVED Support Services SOW Draft RFP (except Sections L&M) 1 October 2015: We are posting a Draft RFP (except Sections L&M), SOW, and providing an updated schedule. Industry feedback on this update is welcome but not required. Sections L&M will be provided when approved. ***Please do not submit additional capability statements in response to this update*** 16 September 2015: We were informed of a system error in the schedule update posted yesterday showing the Set Aside as "N/A". This was not intentional and has been corrected. The Government has not changed our acquisition strategy of pursuing a Total Small Business Set Aside under NAICS code 541712. ***Please do not submit additional capability statements in response to this status update*** 15 September 2015: We are posting an update to our projected schedule. Due to unforeseeable issues relating to availability of personnel, we were unable to post the Draft RFP this week as originally intended. The net impact to schedule should be no more than 3-4 weeks. In the meantime, we intend to provide the latest Draft RFP (without Sections L&M) later this week. Draft Sections L&M will be provided as soon as they have been approved for release to industry. Please see the updated schedule provided below. ***Please do not submit additional capability statements in response to this status update*** 20 August 2015: The Government has received requests for an update to the status of this procurement. As of today, the current estimated schedule is to release the Draft RFP on or around 14 September 2015 and to release the RFP on or around 28 September 2015 with an estimated proposal due date of 20 November 2015. The RFP release may be delayed depending on industry feedback on the Draft RFP. ***Please do not submit additional capability statements in response to this status update*** 2 July 2015: The due date has been extended to 6 July 2015 since 3 July 2015 is a Federal Holiday. 15 June 2015: Several changes have been made to this procurement since the original sources sought was posted: • The Draft Statement of Work has been updated to more clearly define the supplemental (level of effort) nature of the requirements. • A significant period of time has passed since the original sources sought was posted. In order to provide interested parties with as much information as possible, a projected award schedule has been provided for reference only. Please be aware that these dates are tentative and therefore, depending on any number of specific circumstances, may change. These substantial changes may impact a potential offeror's decision to pursue these requirements; therefore we have decided to request additional capability statements to supplement our market research prior to solicitation. The responses received in response to this supplemental sources sought will be used to confirm our acquisition strategy of pursuing a Small Business Set Aside under NAICS 541712. As such, all small businesses who submitted a capability statement in response to our original sources sought are asked to submit another capability statement in response to this supplemental sources sought. Please note that the capability assessments provided to respondants of the original sources sought will have no bearing on the capability assessments we will provide to respondants of this supplemental sources sought. Therefore, companies whose capability was previously undeterminable are effectively afforded an opportunity to refine their previously submitted capability statements. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (AIR 2.5.1.12), Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to support the Air Vehicle Test & Evaluation Division (AIR-5.1.6) of the Integrated System Evaluation, Experimentation & Test (ISEET) Department (AIR-5.1) of the Naval Air Systems Command (NAVAIR). This requirement is a follow-on procurement to task order N00178-04-D-4080-M803 currently being performed by ManTech Systems Engineering Corporation. The existing task order is a Cost Plus Fixed Fee (CPFF) Term type. This task order is currently due to expire 26 March 2016 ; however, the Government may extend this contract to prevent a gap in service should it be necessary. ELIGIBILITY The Product Service Code (PSC) for this effort is AC14; the applicable NAICS is 541712 with a Small Business Size standard of 1500 employees. The government has decided to pursue a Small Business Set Aside. As such, all eligible Small Business (including all socio-economic concerns) are encouraged to respond. PROGRAM BACKGROUND The Air Vehicle Test & Evaluation Division (AIR-5.1.6) is responsible for test of air vehicles (manned or unmanned), as well as those systems related to and associated with the air vehicle, for example landing systems, weapon systems, in-flight refueling systems, etc. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance includes a base period of 12 months and 4 one-year options for a total performance period of 5 years. The anticipated start date is 26 May 2016. ANTICIPATED CONTRACT TYPE The contract type is anticipated to be a definite contract with Cost-Plus-Fixed-Fee (CPFF) Term (LOE) CLINs. The total LOE is estimated at 800,840 man-hours (based on 1,920 hours per year) with up to 31,585 overtime man-hours over a period of five years. These services shall be performed on-site (90%) at Naval Air Station Patuxent River, MD and off-site at the contractor's facility (10%). REQUIREMENTS A Draft SOW (including projected labor categories & personnel qualifications) and Draft projected Level of Effort are attached for review. Please note these documents are subject to change. Please note that SOW paragraphs 3.1-3.4 account for nearly 90% of the total level of effort requested. Paragraph 3.1 predominantly involves planning, execution, and reporting of air vehicle tests. Paragraph 3.2 predominantly involves test support functions for paragraphs 3.1 and 3.3. Paragraph 3.3 predominantly involves the test set up, facilities maintenance, weapons loading, and calibration for ground ordnance testing. Paragraph 3.4 predominantly involves the collection and analysis of weapon employment data. Therefore, interested companies should focus their capability statements to detail any experience they have performing these tasks. The remaining 10% of the requirement (SOW paragraph 3.5 and a portion of 3.2) predominantly involves administrative & clerical duties. Feedback from industry is being sought on the SOW, and suggestions/recommendations on CLIN structure for the basic contract award. If your company has any questions about the structure of the SOW, or areas that may need further definition, please also identify those in your response. In addition to the requirements above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. Since at least a portion of the resultant contract will be on a cost-type basis, the successful awardees will also be required to have a Government approved accounting system upon contract award. This documentation must address, at a minimum, the following: 1. What type of work has your company performed in the past in support of the same or similar requirement? 2. Can or has your company managed a task of this nature? If so, please provide details. 3. Can or has your company managed a team of subcontractors before? If so, please cite contracts and teaming arrangement. 4. What specific technical skills does your company possess which ensures capability to perform the tasks? 5. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. a. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. 8.
