Description
THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Benning, Georgia, is conducting market research to determine availability of firms that are capable of providing a Military Free Fall (MFF) Administrator and Subject Matter Expert (SME) in support of the Regimental Reconnaissance Company (RRC) Commander at several locations based out of Fort Benning, Georgia. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc...) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation. Description of the Requirement to Include: 1. Description of requirement: Military Free Fall (MFF) Administrator and Subject Matter Expert (SME) for the purposes of supporting oversight and administrative management of all assigned MFF Parachutists; MFF Jumpmasters; MFF Instructors; MFF Instructor Candidates; Military Tandem Masters; and Military Tandem Instructors in RRC. The contractor MFF Administrator / SME shall oversee and support high-risk, special operations parachute training for operational, direct support, and general support personnel assigned or attached to the 75th Regimental Special Troops Battalion (STB) and formulate, coordinate, direct, and execute daily work assignments, training classes, training exercises, class room equipment, and material. The contractor MFF Administrator / SME shall support development of policies and guidance as established by the RRC Commander and shall advise RRC elements in development of critical combat tasks and Tactics, Techniques, and Procedures (TTPs) as applicable to airborne infiltration techniques. The contractor MFF Administrator / SME shall serve as consultant, researcher, and educator in the field of specialized parachute training and equipment; plans, organizes, and conducts individual, joint, and cooperative training events to meet specific airborne infiltration mission requirements in response to a constantly changing combat environment; plans, coordinates, and conducts educational programs for qualified RRC soldiers and civilians to maintain operational relevance and contemporary training knowledge and skills. The work to be performed under this contract will be performed at the location to be determined by the RRC Commander, but is currently centered in Fort Benning, Georgia. However, should the RRC Commander direct it, some or all of the training may be conducted at various CONUS and OCONUS locations. Contractor personnel performing work under this contract must have a minimum of a TOP SECRET clearance with Sensitive Compartmented Information (SCI) eligibility (TS/SCI) with Special Access Program (SAP). 2. The estimated period of performance: 01 November 2015 3. NAICS code for this requirement: 541611 Administrative Management and Genera Management Consulting Services; with a size standard of $15MIL FSC Code: R669 Interested firms responding to this synopsis are to include the following information: 1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. 2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. 3. Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to ten (3) pages. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government WILL NOT review general capability statements, please ensure submissions are tailored to this requirement(s) of the above request. The Government will not return any information submitted in response to this synopsis. Responses shall be submitted via email NLT 1100 (a.m.) Eastern Standard Time (EST) on 13 October 2015. Questions shall be submitted via email to the POC below. Questions regarding this Sources Sought announcement shall be submitted NLT 0800 (a.m.) Eastern Standard Time (EST) on 09 October 2015. After this deadline, questions will not be considered regarding this announcement. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this sources sought synopsis.
