Description
This contract was awarded on a sole-source basis to Exelis, Inc., a wholly-owned subsidiary of Harris Corporation, because they are the only known source having the knowledge and expertise required to support the technical, programmatic, system safety, and operational aspects of current and future Navy Reentry Body systems, as well as provide the engineering, planning, analytical, and technical support services for Nuclear Weapons Security (NWS) Research and Development, NWS Program Technical Support, Security and Facility Technical Support, PMO SWS/NWS Support, and Navy Nuclear Deterrence Mission Support. This effort was awarded as a Cost Plus Fixed Fee (CPFF), Level of Effort (LOE) contract. The exact nature and extent of the work covered by this contract, as well as the precise methodology of performing the work, cannot be reasonably established far enough in advance. In addition, the cost of performing the work under this type of contract cannot be established in advance or accurately forecast with the adequacy or accuracy to permit award of a fixed price contract. Therefore, a contract type that is flexible in nature and can change as the work progresses is considered appropriate and in the best interest of the Government for this procurement.
