- 1. RFI SCOPE Request information for recommended solution(s) of support services to include staffing and cost model required for DCMA Information Technology Operations. For ease and clarity recommendations can be addressed in a modular approach - solution for each function i.e. Sustainment, Configuration Management, Change Management, Projects, etc... The following overview describes DCMA's technology support requirements for your review and assessment to identify areas for improvement to gain efficiencies within DCMA. Responses to RFI should include recommendations for process improvement with associated resource model and any recommendations for information required for the future RFP process. Attached is a draft of DCMA IT Operations Performance Work Statement (PWS) as a reference of support requirements for existing DCMA Operations sustainment requirements. Please read PWS content for current "as is" process and procedures. Responses should reflect staffing redundancy in all technical support tasks and requirements identified in the IT Operations Support PWS. Goal is to incorporate responses into the RFP process for clarity and quality. Please limit responses to value added to specific areas identified in RFI - limit responses to 20 pages. Please be efficient in your responses by limiting marketing diatribe. 2. Service Requirements 2.1 Disaster Recovery Plan 2.2 Microsoft (MS) technologies Expertise: • AD Integration to multiple tools, applications, systems and services. • MS Tools • MS Research expertise, experience 2.3 Security and Audit Knowledge Expertise - Extensive knowledge of DOD policies and procedures to include: • Risk Management Framework (RMF) - guidance and recommendations for documentation, implementation, and integration to DCMA enclave. • HBSS • MS Group Policies • MS Windows/Linux updates; patches - physical virtual environments, servers and desktops 2.4 Critical Key Positions - • Senior Directory Services Engineer/Architect Minimum of 7 years of experience with Microsoft Active Directory and supporting tools, enterprise directory integration, multiple forest and domains, Public Key Infrastructure. CISSP certification required for this position. • Senior Messaging Engineer/Designer Minimum of 7 years of experience with Microsoft Exchange infrastructures, including designing messaging infrastructures supporting over 10,000 users in multiple geographic locations. • Senior Database Administrator(s) Minimum of 7 years supporting, optimizing, and securing high-availability Oracle Databases and Oracle Grid Controllers. • Senior Database Administrator(s) Minimum of 5 years supporting, optimizing and securing MS SQL Databases. • Senior Portal Software Engineer (Sharepoint) Minimum of 3 years supporting large-scale (over 10,000 users) enterprise installations of Sharepoint. • Senior System Administrator Miminum of 7 years with Linux and supporting tools, securing and implementation of high availability services. • Senior System Administrator for Enterprise Patch Management Minimum of 3 years supporting large-scale (over 10,000 users) enterprise maintaining secure environment. Current tool IBM End Point Manager (BigFix) • VMWARE Virtual Desktop Image Management Expertise Minimum of 3 years supporting large-scale (over 10,000 users) enterprise maintaining secure environment. • Software License Management expertise Minimum of 3 years supporting large-scale (over 10,000 users) enterprise maintaining secure environment.. Note currently an in-house developed tool is being utilized. Reference PWS. 3. Questions and subjects for vendor recommendations for RFI response 4.1 How does vendor resource against broad scope of technologies in RFP process? 4.2 What criterion is required for vendor's response to adequately resource support? 4.3 How does vendor assess complexity of Operations to resource appropriately? 4.4 What process is utilized to best scope and implement new technologies, redesign, and/or integrate to existing systems during contract period of performance? 4.5 Provide overview of vendor experience: 4.5.1 Quality Program 4.5.2 Problem Management Methodologies 4.5.3 Problem Solving Methodologies 4.5.4 MS Professional Services engagement experience 4.6 Vendor Recommendations: 4.6.1 Service Level Agreements for sustainment services. 4.6.2 Metrics for assessment and decision making. 4.6.3 Solution for a streamlined Change Management process to support Systems, Applications, and Service changes within DCMA. 4.6.4 Solution to support an Enterprise Configuration Management process for sustainment of Enterprise Operations. 4.6.5 Disaster Recovery Plan
