- Minimum Specification for MTS Actuator Load Cell Description of Technology: The required supply is a six-axis load cell for use with an existing Material Test System (MTS) dynamic load-frame for measurement of applied dynamic loads. To meet the needs of the Injury Biomechanics Division's research program, the required load cell must meet the following minimum specifications. A.Shall be capable of simultaneous measurement of three forces and three moments: 1.Anterior-posterior shear (Fx) 2.Lateral shear (Fy) 3.Axial tension/compression (Fz) 4.Rolling moment (Fx) 5.Pitching moment (My) 6.Yawing moment (Mz) B.Load cells shall have the following minimum capacity in each axis: 1.Fx - 10,000 Pounds-force (lbf) 2.Fy - 10,000 lbf 3.Fz - 10,000 lbf 4.Mx - 25,000 inch pound-force (in-lbf) 5.My - 25,000 in-lbf 6.Mz - 25,000 in-lbf C.Shall demonstrate nonlinearity of less than 1% of full-scale D.Shall demonstrate hysteresis of less than 1% of full-scale E.Shall demonstrate crosstalk of less than 5% of full-scale F.Shall have a maximum diameter of 6.5 inches G.Shall have a maximum height of 2.25 inches H.Shall weigh less than 14.5 lbf I.Shall include any required adapter plates and hardware J.Shall include cabling of at least 30 feet in length Please provide a quotation for the below specified part number- Six-Axis load cell. The close date for quotations is NLT 5:00 PM EST Oct. 8th 2015. Please contact me directly with any questions or concerns you may have regarding this and I will address them to all parties concerned. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable offer to the Government. Award shall be made on the basis of the lowest evaluated price meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). Evaluation of price will be based on the offeror's total price for all line items. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 8.4). Past Performance is not an evaluation factor for this acquisition. Evaluation Factors for Award: Low price, technically acceptable (meets the minimum essential characteristics for this six-axis load cell). Offerors shall price each CLIN. This is an all or nothing requirement, therefore, vendor shall provide a price for each CLIN, otherwise your proposal will be determined to be substantially incomplete and not warrant any further consideration (this includes manuals). Shall meet all minimum essential characteristics is specified to ensure that sites receive standardized supplies and equipment. Price (all CLINs shall be priced) The offeror's initial proposal shall contain the offeror's best terms from a price and technical standpoint. I. Completeness. The offeror has submitted CLIN total price, and total contract price completed all required representations and certifications, and acknowledgement of any amendments. II. Reasonableness. The Government's determination that the proposed price is fair and reasonable based on price analysis. The degree to which the offeror's proposed price represents a fair and reasonable price will be evaluated using the techniques in FAR 15.305(1), which provides that comparison of the proposed prices will usually satisfy the requirement for price analysis. The Government intends to evaluate offers and award a contract without discussions. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award of a contract as a result of this solicitation.
