Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Fleet Readiness Directorate (FRD-100) intends to award a sole source contract/solicitation number N00039-16-R-0003 to Raytheon Company, 1001 Boston Post Rd E Marlborough, MA 01752 to provide engineering services for the sustainment of the Navys Extremely High Frequency (EHF) Satellite Communication (SATCOM) Program (NESP), Submarine High Data Rate (HDR) and Super High Frequency (SHF) SATCOM systems. This contract is intended to be a base year with four option years Cost Plus Fixed Fee (CPFF) for engineering services and sustainment of the Navys fielded EHF and SHF SATCOM terminals. The NESP and SUB HDR AN/USC-38(V)X which supports the Navys EHF SATCOM Program (NESP) provides highly reliable tactical and strategic communication services to U.S. Navy, U.S. Marine Corps, and joint elements ashore and afloat. The AN/WSC-6(V)5/7 wideband SHF Shipboard SATCOM terminals provide communication access to the Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS). As the original equipment designer and sole production manufacturer of the NESP AN/USC-38(V) and SHF AN/WSC-6(V)5/7 systems, Raytheon is the only company that possesses the detailed knowledge and expertise to perform the aforementioned tasks. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to Raytheon Company should be submitted no later than fifteen (15) calendar days from the date of this synopsis to Larry Fabin, at Space and Naval Warfare Systems Command (SPAWR), Code 2.1.2, Building OT4, San Diego, CA 92110-3217 telephone (619) 524-7205 or larry.fabin@navy.mil.
