- RFI: Helicopter Flight Services for the Bureau of Safety and Environmental Enforcement (BSEE) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. No funds have been authorized, appropriated, or received for this contemplated effort. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt if a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Department of the Interior (DOI) is not at this time seeking proposals. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding partys expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. If a solicitation is released, it will be via the Government Wide Point of Entry (GPE) at (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI. All submissions become the property of the Federal Government and will not be returned. The information provided may be utilized by the U.S. Department of the Interior and BSEE in developing its acquisition strategy and in its Statement of Objective and Performance Specifications. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Requirement: Offshore Helicopter Flight Services NAICS code-481211 Non-Scheduled Chartered Passenger Air Transportation FSC- V-Transportation, Travel and Relocation services Description: This requirement is for year round, exclusive use flight services and support utilizing fully-functional aircraft equipped to meet specifications, operated and maintained by qualified personnel in the Gulf of Mexico in support of the Bureau of Safety and Environmental Enforcement. The intent of this contract is to obtain flight services for transporting personnel and/or cargo in support of inspections and oversight of offshore oil and gas production platforms and vessels. The type of services required to be performed include, but are not limited to, transportation of Bureau of Safety and Environmental Enforcement (BSEE), U.S. Coast Guard (USCG) and other Government personnel and cargo from various locations in the Gulf of Mexico Region to and from offshore platforms and vessels in support of Outer Continental Shelf activities, including administrative and related activities as directed by the Government. The typical requirement is for 25 Light and Medium Helicopters to be on contract for an exclusive use period year round. Some aircraft will be 7 days per week and others 5 days per week, Monday through Friday. In addition to the exclusive use aircraft, there are typically requirements for three to five optional aircraft and five to six on call aircraft. A typical requirement would also include medivac and search and rescue services. The BSEE conducts both production and exploration drilling inspections in the Gulf of Mexico. The helicopters will be traveling distances to facilities and drilling rigs of up to 300 miles from the district heliports (base of operations). A sample base of operations is as follows: New Orleans, Houma, Lafayette, Lake Charles and Patterson/Morgan City, LA as well as Lake Jackson, TX. The Contractor will also provide waiting facilities at each pickup point for use by Government personnel. The facility will include as a minimum heating, cooling, adequate lighting, chairs, tables, restrooms, telephone, and lockable storage lockers. The Contractor shall provide a minimum of 20 lockable storage lockers at all bases except New Orleans and Houma, which shall have a minimum of 25 lockers (minimum six feet high and one foot square) for storing flight gear. Facilities shall be in close proximity to the passenger loading and unloading and shall provide access to the airport. The facilities shall have adequate parking for a minimum of 4 Government mini vans at all locations except for New Orleans and Houma which shall have a minimum of 5 reserved parking spaces at each location. The parking spaces shall be in close proximity to the facilities. All aircraft will be required to remain offshore overnight if necessary as directed by the Government. The exact number of days crews will be required to remain overnight is unknown due to the changes in inspection and oversight requirements of the BSEE and USCG. The Contractor must obtain and keep current all of the following required certificates and must ensure that contract aircraft are operated and maintained in compliance with these certificates at all times: A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR) and instrument flight rules (IFR) day/night, passengers, and cargo). A Title 14 of the Code of Federal Regulations (CFR), Part 135 Air Carrier Certificate. These aircraft must be carried on the list required by 14 CFR, Part 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. The Contractor's Operations Specifications must authorize the carriage of hazardous materials in accordance with 49 CFR. The contract aircraft must have a Standard Airworthiness certificate. Installation of any equipment required by this contract must be FAA-approved. Twin Engine Only - Aircraft must be certificated and equipped for flight into instrument meteorological conditions (IMC). SAMPLE MINIMUM AIRCRAFT REQUIREMENTS 1. Aircraft Required: Approximately 14 each; Light twin-engine helicopters with emergency pop-out float/raft system Crew Compliment Required: Pilot-in-Command (PIC) Minimum Helicopter Requirements Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload: Internal payload (HIGE), when equipped per Section B, of 800 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds and have a range of 100 nautical miles with VFR reserves. Powerplant: Two (2) Turbine engines Airspeed: 130 Knot VNE 2. Aircraft Required: Approximately 17each; Light single-engine helicopters with emergency pop-out float/raft systems Crew Compliment Required: Pilot-in-Command (PIC) Minimum Helicopter Requirements Seating: Four (4) insured passenger seats not including pilot, but including copilot seat, in an aircraft normally single-pilot operated. Payload: Internal payload (HIGE), when equipped per Section B, of 750 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds with range of 100 nautical miles with VFR reserves. Powerplant: One (1) Turbine engine Airspeed:130 Knots VNE 3. Aircraft Required: Approximately 4 each; Medium helicopter s with emergency pop-out float/raft system Crew Compliment Required: Pilot-in-Command (PIC), Second-in-Command Minimum Helicopter Requirements Seating: Nine (9) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload: Internal payload (HIGE), when equipped per Section B, of 1500 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds and have a range of 300 nautical miles with IFR reserves.
