Description
List of food items THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this SOURCES SOUGHT is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this source sought or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this sources sought and the Government's use of such information. This sources sought is being conducted to identify potential Small Manufactures/Authorized Distributors capable of meeting the requirements of food distribution. The Nutrition Department has a requirement to procure brand-specific food items for the patients undergoing treatment at the NIH Clinical Center. STATMENT OF WORK or SPECIFICATIONS: The Nutrition Department is committed to providing the best possible patient care and research support for patients of the NIH Clinical Center. Registered Dietitians provide an array of patient-care services, including nutrition assessments, counseling services, and enteral and parenteral feeding recommendations. Research support services include protocol design, dietary intake assessment, body composition analysis, data analysis, and interpretation. In addition, dietitians pursue adjunct research interests related to protocols and may serve as principal investigators for research questions related to the practice of dietetics. Clinical Center patients, whether on an inpatient unit, a day hospital bed or in the outpatient clinics are offered meals and nourishments to meet individualized needs. A state-of-the-art integrated food management computer system allows the service of regular and therapeutic diets, as well as diets for research protocols. The food service section of the department is proud of its state-of-the-art food management computer system. This technology allows for the integration of varied clinical and research needs through over 100 diet types, nutrition analysis of intakes, and the ability to easily change the menu to take advantage of seasonal foods and changing patient preferences. There are over 7,000 patients annually for the program. The vendor shall supply the Nutrition Department with the required food items necessary to provide care for the patients undergoing treatment at the NIH CC. To maintain conformity of the items used throughout the NIH CC all food changes must be evaluated and approved by the CC Nutrition Department. Therefore, the selected items must match at least a 90% of current products in order to promote patient safety and maintain the integrity of the clinical research. Required Performance Capabilities: Information will be collected from Small or Large Manufactures and authorized distributors at this time to determine if the requirement can be met using a small business set-aside. All respondents are required to certify if they currently meet the small business requirements under the North American Industry Classification System (NAICS) code [424490] Other Grocery and Related Products Merchant Wholesalers. CAPABILITY STATEMENT Any potential Manufacturer must demonstrate the following: 1) The offeror shall submit product literature for the items it is proposing. Capability Statement(s) should clearly identify the following: a. Name of the Manufacturer, quantity and location where the units are produced (domestic and/or international); b. A signed statement to state, "We are the Manufacturer of the items and/or we are authorized distributors of company X"; c. Estimated Number of days, after receipt of order that is typical for delivery of such items; d. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. 2) Provide the following business information: a. DUNS number b. Company Name c. Company Address (including point of contact, phone number and email address) d. Type/Size of company, NAICS code as validated in SAMS. Responses must be submitted electronically not later than 5:00 PM Eastern Standard Time, October 15, 2015. Submissions should be sent to Contract Specialist electronically at dculpepper@cc.nih.gov. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirements. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 25 pages. This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of the evaluation.
