Description
Limited Sources Justification for DE-DT0003614 Limited Sources Justification for Navarro Research and Engineering, Inc.'s Task Order DE-DT0003614 with the Department of Energy, National Nuclear Security Administration. The Office of Material Management and Minimization (NA-23) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract for additional Technical Support for the Mixed Oxide (MOX) Fuel Fabrication Facility Project (MFFF) and additional Technical Support for Plutonium Disposition Integration Activities services by using an authority for limited sources. The contracting activity is the NNSA Non-M&O Contracting Operations Division, Services Acquisition Branch, Headquarters Program Section. This acquisition action is to modify Navarro Research and Engineering, Inc. (Navarro) Task Order GS-00F0092N/DE-DT0003614 to extend Performance Work Statement (PWS) subtasks 4.2 Technical Support for the Mixed Oxide (MOX) Fuel Fabrication Facility Project (MFFF) and 4.5 Technical Support for Plutonium Disposition Integration Activities. Subtask 4.2 will be extended to allow adequate time to resolve the U.S. Government Accountability Office (GAO) and U.S. Small Business Administration (SBA) protests of the follow-on task order award. Subtask 4.5 will be extended to allow adequate time to place the follow-on requirement. The current task order was competed amongst the Department of Energy (DOE)/National Nuclear Security Administration's (NNSA) Technical, Engineering and Programmatic Services Blanket Purchase Agreement (BPA) holders and was awarded to Navarro on April 26, 2012. The current Labor Hour Task Order expires September 30, 2015 and has a current ceiling price of $10,255,146.82. This action will result in a modification to Navarro Task Order DE-DT0003614 to: 1) extend the performance period for PWS subtask 4.5 for three months, to December 30, 2015 under CLIN 00001 Labor and Travel; and 2) extend the performance period for PWS subtask 4.2 by three months, to include three one-month options.
