- Rideshare/Data for Boosters Attachment THIS IS A REQUEST FOR INFORMATION ONLY. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. Questions pertaining to this announcement shall be directed to Mr. Steve Wells, SMC/ADKY at (505)846-5426, email steven.wells.7@us.af.mil. The Advanced Systems and Development Directorate, Rocket Systems Launch Program (RSLP) and Space Test Program (STP), Kirtland AFB, Albuquerque NM, is conducting further market research regarding possible award of a General Services Administration (GSA) contract in support of a Rideshare/Data for Boosters (R/D4B) initiative. This RFI differs from the previous in that it has an updated list of potential rideshare satellites, including size, mass and orbit, which have significantly changed from previous market research. Given the changes in satellite characteristics, the Government is seeking a full evaluation from all interested vendors. The R/D4B objective is to identify, develop, and procure rideshare opportunities for STP space experiment satellites and/or data of benefit to the government. The Government contemplates use of GSA Multiple Award Schedule 871 for Professional Engineering Services, SIN 6 (Acquisition and Life Cycle Management) which effective 1 Oct 15 will be called Professional Services Schedule (PSS). RSLP and STP are currently seeking industry feedback for this effort. Rideshare providers, i.e. those who own the launch vehicle (LV) may consider integration of Air Force provided STP satellites into the LV for purposes of providing rideshare services in the hosting of experimental satellites that currently do not have spacelift. RSLP and STP are also seeking to consider other companies (launch service brokers) with experience in integrating satellites onto an LV, and/or have current relationships with existing LV providers. If one or more STP satellites are integrated, the contractor shall be required to ensure all STP unique requirements are met. RSLP can provide refurbished Government Furnished Equipment (GFE) Minuteman or Peacekeeper boosters for integration with the launch system. The contractor must be capable of meeting Government restrictions which prohibit the use of foreign ranges to launch Government satellites. Offerors interested in the use of GFE motors may or may not provide data of benefit to the Government because the launch service for at least one Government satellite meets the "Government purpose" policy restriction for the use of GFE motors. Data could be intelligence, surveillance, reconnaissance (ISR), satellite communications (SATCOM), weather, etc. from the primary commercial satellite. Note that in a potential future source selection, the commitment to provide data would reduce the total cost of the launch service by the value of that data. Also note, offerors who consider incorporating Government furnished boosters shall include the value of the Government booster processing in their cost ($2.1M for Minuteman and $3M for Peacekeeper). Offerors providing data shall include the rationale for establishing the value of the data to support Government evaluation. This consideration provides transparent pricing to standardize the pricing, if the government decides to proceed with a GSA competitive process. There are three broad tasks the contractor will perform: Engineering modeling and analysis of impact of multiple satellites on the LV; integrating hardware and satellite(s) on to the LV; and testing. The broad tasks are further broken down into the following: Receive and inspect Government furnished equipment (GFE), i.e. STP satellite and any Minuteman or Peacekeeper boosters. Prior to integrating satellite and booster on the LV, the following activities shall be conducted: Conduct engineering analyses such as, Coupled Load Analysis for impact of two or more satellites on the same LV; Conduct mission design analysis with recommendations on sequencing release of satellites; Either obtain an adapter from the Launch Provider, or design and manufacture an adapter to connect the satellites to the LV; Inspect and test adapter as required; Integrate the GFE and the satellites to the adapter and LV; Inspect, install, integrate, and test any provided Minuteman or Peacekeeper Booster to satellites and LV; Perform analysis and coordination with LV Provider as required; Provide reports to include all performance data; Coordinate all associate contractor agreements with LV Provider as required; The Government is requesting interested firms to submit a Statement of Capability (SOC) expressing their desire and ability to meet the technical requirements of the rideshare service and provide Data for Boosters information. Potential sources should submit a written SOC to this office. The SOC shall contain pertinent and specific information addressing these areas: (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort relevant to the specific task areas of this effort. (2) Facilities: availability and description of special facilities required to perform in the technical areas under consideration. (3) A statement regarding industrial security clearance and storage facilities to support work at the SECRET level. (4) The specific existing or planned business relationship with LV providers that would support execution of the rideshare service, including anticipated division of responsibility for the technical requirements of the rideshare service. (5) For each of the spacecraft described at Attachment 1, Table 1 provides the spacecraft information and Table 2 is a data sheet template for providing your Rideshare information. (6) A Rough Order of Magnitude (ROM) of the value for the suggested R/D4B solution. Offerors should include the data type, amount, and duration they will provide data (e.g. X images daily for five years). The responses provided in (4) above should address the ability to meet the following technical requirements of the rideshare service: (1) Identification and execution of all tasks required to ensure that a Government space experiment satellite can share an LV with one or more commercial satellites without significant risk to the mission success of either party. (2) Identification of technical data required to ensure mutual compatibility. This may include mechanical, environmental, electrical, spectral, magnetic, coupled loads, separation, and orbital compatibility. (3) Identification and provision of data to support required FAA licensure. (4) Provision of positive analytical evidence to establish confidence that no characteristics of the Government space experiment satellite will harm the commercial satellite(s), and vice versa. (5) Identification and mutual coordination of critical schedule milestones to ensure that all stakeholders are promptly made aware of commercial satellite, STP space experiment satellites, launch provider, and launch range issues which affect the integration or mission schedule. (6) Integration of STP space experiment satellites with an LV carrying one or more commercial satellites. This includes the mechanical and electrical integration and checkout of all spacecraft with any required multi-payload (satellite) adapters. (7) Delivery dates for STP satellites data to meet contractor launch dates. (8) Integration and test of GFE motors, if anticipated. (9) Required delivery dates of GFE motors, if utilized. (10) How you would structure your business case and pricing to tie this to GSA Schedule 871 for Professional Services Schedule (PSS). Any response not addressing all the above requirements will be rejected. The SOC must be submitted by noon on 19 October 2015 MST ( 30 calendar days from RFI release) and is limited to 25 pages, size 11 font with 1" margins. All replies to this synopsis must reference the RFI number. Submit only unclassified information. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. eBuy, https://www.ebuy.gsa.gov, will be the primary source of information for this acquisition. All responses shall include company size status under the North American Industry Classification System (NAICS) code identified below. If you are interested only in subcontracting possibilities, please indicate this clearly in your submission. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a woman owned business, a historically black college or university or a minority institution. The Government reserves the right to set this acquisition, or portions thereof, aside for small businesses, socially and economically disadvantaged businesses, 8(a) firms, a woman owned business, historically black colleges or universities or minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for NAICS 541712, size standard 1000 employees apply. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Services Center (DLSC), Federal Center, 74 north Washington, Battle Creek, MI 49016-3412 as soon as possible. Contractor provided materials in response to this notice shall be unclassified, non-confidential, and non-proprietary to the maximum extent practicable. Contractors providing confidential/ proprietary information shall separately and clearly identify and mark all confidential/ proprietary information accordingly. The Government will take all necessary steps to protect/safeguard any confidential/ proprietary information provided, but the Government will not be held responsible for any proprietary information not clearly marked.
