- Request for Information (RFI): Standup for Depot Level Repair of the Dual Function Display and Keyboard Components •1.0 Description The Naval Air Systems Command (NAVAIR) in support of the H-1 Program Office (PMA-276) intends to issue a Firm Fixed Price (FFP) Contract for the activation phase of the Depot level repair standup for the Dual Function Display (DFD) and Keyboard in support of the U.S. Marine Corps H-1 Helicopter. This contract will procure the necessary Specialized Test Equipment (STE), training and parts to perform Depot level repair of the H-1 DFD and Keyboard components at Tobyhanna Army Depot (TYAD), Tobyhanna, PA. This contract will include the manufacture, delivery, set up, training and maintenance of the STE as determined by the Government and in accordance with Title 10 United States Code (USC) 2464. The proposed North American Industry Classification Systems (NAICS) Code is 334220 and the proposed federal supply code (FSC) is 6610. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to award a contract as a result of this announcement. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the expense of interested party. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IN NO WAY BINDS THE GOVERNMENT TO SOLICIT OR AWARD A CONTRACT. •2.0 Background The respondent should address its ability to perform the following and include a response to the specific requests identified below. In accordance with Title 10 USC 2464 Core Logistics Capabilities, it has been determined that PMA-276 is required to maintain a core logistics capability for H-1 DFD (Part Number: MFD-255M) and Keyboard (Part Number: KBU-255H). It is expected that the end state Depot will operate within a Public Private Partnership (PPP), meeting the USC Title 10 requirements for Core Depot Support. The intent is to transition logistics support for this program to a Performance Based Logistics (PBL) contract. However, a PBL contract shall not be considered a critical path item for work to flow into TYAD. When capability is declared by TYAD, the Depot will be available to repair DFD and Keyboard components in support of any Supply Support Contract (SSC) at the discretion of the SSC Contractor and Naval Supply Systems Command, Weapons Systems Support (NAVSUP WSS). This effort shall require the Contractor to identify, procure, deliver, install, test and train the artisans on the Specialized Test Equipment (STE) and associated hardware and tooling in order to establish Depot capability for the Dual Function Display (DFD) (Part Number: MFD-255M) and Keyboard (Part Number: KBU-255H) component at TYAD within a 18 month period of performance. This shall be accomplished in accordance with the specified Contract Data Requirements Lists (CDRL). •3.0 Requested Information As a result of this RFI, NAVAIR expects to receive a Letter of Intent (LOI) from each interested respondent and a concept summary, which contains a detailed description of the STE for Depot Level Repair of the H-1 DFD and Keyboard Components described in paragraph 2.0 written from a system solution perspective and outlines development concepts that ensures maximum utilization of infrastructure and platform integration elements that already exist. Prospective offerors should explain how they are able to work with the Government and the equipment manufacturer to integrate the proposed STE for Depot Level Repair of the H-1 DFD and Keyboard Components into the H-1 program. Each concept summary should address how the proposed STE and Depot Level Repair of the H-1 DFD and Keyboard Components meet the following requirements: •1. Description of the proposed STE and Depot Level Repair of the H-1 DFD and Keyboard Components described in paragraph 2.0. •2. In addition, the proposer should have or had a working relationship with the Depot Level System original equipment manufacturer (OEM) (Rockwell Collins, INC.). 4.0 Responses Data Markings. In order to complete its review, NAVAIR must be able to share an interested respondent's information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data - Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the Letter in Intent (LOI) and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. In order to receive classified information pertinent to this RFI, responding parties must submit an unclassified Letter of Intent (LOI), not to exceed twenty single-spaced pages, to Ms. Heather Klasmeyer ( heather.klasmeyer@navy.mil ) no later than 5:00 PM Eastern Daylight Time (EDT) 10/16/2015. The LOI shall include the following information to verify credentials (do not submit classified information): •1. An UNCLASSIFIED description of the Depot Level Repair Capability effort and STE •2. CAGE code and Classified mailing Address •3. POC for additional information or clarification •4. POC to permit NAVAIR to obtain additional data to support analysis Record of Receipt. Responding parties must submit a record of receipt of the classified information, to Ms. Heather Klasmeyer ( heather.klasmeyer@navy.mil ) by 5:00 PM EDT) 10/16/2015. Full Response Submissions.
