The PISCES is 208.60 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Main Machinery Room Supply Fan and Motor Overhauls and Supply Ducting Renewal, Cleaning and Recoating; AC01 Heater Renewal, Duct Cleaning, and CO2 Room Painting and Insulation Renewal; Engine Exhaust Stack Modifications; Aft A-Frame Cylinder Mounted Counterbalance Valve Manifold Block Refurbishments and Stuffing Tube Renewals; Thrust Bearing Foundation Modifications; Steering Gear Hose Renewals; Stack Catwalk Installation; Egg Sampling Pump and Seawater Washdown Pump Installations; Trawl Winch Wire Renewals, Lebus Shell Installations and Miscellaneous Winch Repairs and Hydraulic Modifications; Fuel Tank Cleanings and Inspections; Main Motor Heat Exchanger Tube Sheet Coating; Scientific Stores Space Transformer Refurbishment and Supply Air Ducting Modifications; Miscellaneous Engine Room Repairs and Modifications; Weather-Tight Door Installations; Firetight Door Magnetic Holdback Installations; Deck Drain Installations, HAZMAT Storage Locker Installation, and Miscellaneous Deck Modifications; Side Sampling Station Cable Washdown System Installation; Gangway Fabrication; Exterior Stair Replacements; Engine Operating Station Fan Coil Motor Refurbishment and Fan Balancing; Centerboard Maintenance and Transponder Cable Installation; Main Seawater Cooling System Piping Ultrasonic Testing; Marine Sanitation Device (MSD) Maintenance and Waste Water Tank Cleaning and Inspection; Rescue Boat Davit Annual Inspection; Engineer's Alarm Panel Installation. OPTION ITEMS: Knuckleboom Crane Boom Rest Installation and Mess Room Floor Replacement. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 61 calendar days, with a start date on or about January 11, 2016 and a completion date on or about March 11, 2016. Place of performance shall be at the ship's homeport located in Pascagoula, MS. The date, time and place for an inspection of the ship is October 8, 2015 at 9:00 A.M. (local time) at the NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on October 7, 2015 at 228-769-1155 or 309-643-9012 or by Email at brian.l.kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the facility. This procurement is unrestricted. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about September 30, 2015 with proposals due on or about November 5, 2015. The anticipated award date is December 16, 2015. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted).
