- Maintain and Repair Refrigerant Recovery Equipment. Base and 2 Option Years. Only one (1) award will result from solicitation W911RQ-16-R-0003. 1. The following describes the Performance Work Statement (PWS) for a service contract on all the Refrigerant Recovery Equipment on depot. The current Red River Army Depot (RRAD) inventory shows approximately 35 units on depot, most of which were manufactured by Robinair. 2. The service contract shall be for preventive maintenance (PM), for breakdown maintenance performed on site or at the contractor's facility, and for repair parts. The contractor shall be responsible for knowing the PM and breakdown maintenance procedures for the equipment. 3. PM - Contractor shall make 4 PM visits during the year of the contract. Contractor shall schedule the first PM visit within one week of contract award and subsequent visits approximately monthly to ensure the final PM visit occurs shortly before contract expiration. A. Contractor shall inspect all the Refrigerant Recovery Equipment during each PM visit, determine what PM is required based on the usage of the equipment, and perform that PM. B. Should the contractor discover Refrigerant Recovery Equipment that is not on the inventory, contractor shall make a note of the location, manufacturer, model number, serial number, unit number, and barcode of the equipment so RRAD can update the inventory. C. Contractor shall provide a written report of the results of each PM visit including details on usage since last visit, PM performed, and any maintenance issues identified. 4. Breakdown Maintenance - Breakdown maintenance, the unscheduled repair of equipment failures, shall be accomplished on an as-needed basis. A. The contractor shall provide a phone number, fax number, and/or email address at which a service dispatcher can be contacted during normal business hours. The dispatcher shall send a technician as soon as practical and shall ensure the technician is on site within one day after the call. B. The service technician shall check in with the Contracting Officer's Representative (COR) upon arrival at the depot and before departing. The technician shall arrive on site with all required tools, test equipment, potential repair parts, materials, documentation, and other necessary supplies to begin repairs and shall remain on site until the repairs are complete or the contractor and COR agree that the technician's services are no longer required such as when repair parts must be ordered. C. Contractor shall provide a written report of the results of each breakdown maintenance visit including details on repairs and labor. 5. Repair Parts - Contractor shall provide a phone number, fax number, and/or email address at which a parts person can be contacted during normal business hours. The parts person shall respond to calls from authorized RRAD personnel within one hour and make every effort to provide the required repair parts as quickly as possible. 6. General - Service technicians who are dispatched to work on the equipment on site shall be certified to work on Robinair equipment, shall have a minimum of two year experience working on various models of Robinair equipment, and be capable of diagnosing and repairing a wide array of equipment problems. Proof of experience shall be provided along with offer. 7. Contractor shall submit an invoice for each service visit clearly showing the date of the service call, identifying information on the equipment repaired, a description of the problem, the name of the service technician, a description of the corrective action taken, and an itemized list of labor and parts. 8. Contractor shall provide a full parts and labor warranty on any repairs made for a minimum of 90 days after final acceptance by the government. This means that should the equipment fail to operate during the warranty period due to the failure of components replaced or work performed, the contractor shall immediately send a service technician and provide all required labor and repair parts required to return the equipment to full operation at no cost to the government.
