Description
OSP-3 Technical Requirements Document (TRD) OSP-3 Performance Work Statement (PWS) In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the following applies: (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of Market Research, as defined in FAR 2.101 Description: The current OSP-3 contract, awarded on 30 November 2012 has a five year ordering period and includes provisions for soliciting on-ramp opportunities. In January 2014, the Space and Missile Systems Center, Advanced Systems and Technology D irectorate (SMC/AD), Kirtland AFB, Albuquerque, NM, issued a Sources Sought Synopsis for solicitation of up to two three-year on-ramp delivery order Indefinite Delivery Indefinite Quantity (IDIQ) contracts with Firm Fixed Price delivery orders for missions in Lane 2 of the OSP-3 contract. The OSP-3 on-ramp solicitation was not issued due to a lack of medium launch missions in the agency's forecast that would be supported by the solicitation of additional sources. Similarly, for 2015 the agency is projecting no solicitations for OSP-3 missions, and so is not planning an on-ramp opportunity during 2015. The OSP-3 IDIQ ordering period currently ends 30 Nov 2017. With only two launch missions awarded to date, and no additional solicitations issued since the initial awards made in Dec 2012, SMC/AD is contemplating extending the contract ordering period for Lane 1 only to 30 Nov 2019, as currently allowed by AFI 63-138 for multiple award IDIQ contracts with on-ramp clauses. A two-year extension of the OSP-3 Lane 1 ordering period would include an on-ramp opportunity for new Lane 1 sources in the fourth year, with an objective award date of 30 Nov 2016 to provide on-ramp awardees with three years of ordering period. Background: OSP-3 launch services are provided in accordance with the OSP-3 Performance Work Statement (Ref 1) utilizing launch solutions that meet the OSP-3 Technical Requirements Document (Ref 2) requirements. OSP-3 providers must have the ability to complete development and build flight hardware, and integrate and launch missions from both coasts of the United States, including providing for the physical launch site. Responses to this request for information will be considered in the government's development/modification of small space launch acquisition strategies, including the contemplated on-ramp of OSP-3 Lane 1 additional sources, and potential OSP-3 follow-on contracts. The Statement of Capability (SOC) must be received by Release + four weeks. Each SOC is limited to 10 pages and should address the offeror's ability to meet Ref 1 r equirements as a potential OSP-3 Lane 1 provider. All replies to this synopsis must refer to the reference number (15-145) listed above. Submit only unclassified information. All responses shall include company size status under the NAICS code identified below. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university or a minority institution. Responses from small and small disadvantaged businesses are highly encouraged. The Government reserves the right to set this acquisition, or portions thereof, aside for small businesses, socially and economically disadvantaged businesses, 8(a) firms, historically black colleges or universities, and minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for NAICS 541712, size standard 1,000 employees apply. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 as soon as possible. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
