- Description
- Intend to award sole source based on FAR 6.302-1, Only One Responsible Source. The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to award on an other than full and open competition basis a firm fixed price (FFP) contract to procure 86 Flight Termination Receivers (FTR) to Kratos-Lancaster, 3061 Industry Dr., Lancaster, PA 17603, manufacturer part number 570006. The delivery schedule is Aug 2016. The FTR is a critical subcomponent of a Flight Termination System (FTS). The FTS used by Joint Standoff Weapon (JSOW) free flight testing activities has been certified for use in accordance with the Range Commander Council (RCC)-319-99, Flight Termination Systems Commonality Standard. Retention of FTS RCC-319-99 safety certification is necessary for the use of the RCC member range(s) needed for the execution of required JSOW flight test(s). Due to the strict safety requirements of RCC-319-99, only the above mentioned part meets agency needs. These FTS subcomponents are unique to the manufacturer, thus no drop-in-replacement second source exists. Any substitution of a new subcomponent automatically invalidates the RCC-319-99 safety certification for the FTS. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-15-R-0066 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to (melinda.childs@navy.mil) or mailed to Commander, Code 254x00D (Melinda Childs), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd.
