- Ellsworth Air Force Base is seeking interested businesses capable of performing base-wide Multiple Award Construction Contract (MACC) as described herein. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 procedures. The description of work will be identified in each individual delivery order. Performance and payment bonds will be required per individual delivery order in accordance with FAR Part 28. The general scope of the MACC is a design-build Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract. Projects under this design-build IDIQ contract will consist of construction work based on a general statement of work further defined within each individual task order. The performance period for this MACC contract will be a five (5) year contract beginning approximately May 2016 through April 2021. Requirements issued under the MACC could be either Invitation for Bids or Request for Proposals. Funding for each Government Information Project Request (GIPR) shall be in the form of a certified Purchase Request, advance/straddle bid, special straddle, or other funding authority IAW AFFARS MP5332.7. The (GIPR) and Statement of Work (SOW) shall define the requirement in detail by Civil Engineering to include the appropriate performance period for each requirement taking into account the complexity of the project, time of year when the work is to be accomplished, and if phasing of work would be applicable. Each GIPR shall clearly define the requirements and Bid Schedules shall be clear and concise when identifying optional quantities, additives/deductive, phasing of work mobilization/ demobilization, etc. A site visit will be held for each requirement and each SOW shall clearly define the requirement and the Bid Schedule shall be clear and concise when identifying quantities, phasing of work mobilization/demobilization, etc. Performance and Payment bonds will be required, as applicable, and will be provided at the project preconstruction meeting where issuance of the Notice to Proceed for the Construction Phase will take place. Work to be performed under the MACC-FOUR-POINT-OH will be within The North American Industry Classification System (NAICS) codes, Sector 23 Construction, Subsector 236 Construction of Buildings, Size Standard $36.5M; Subsector 237 Heavy and Civil Engineering Construction, Size Standard $36.5M (except Dredging and Surface Cleanup Activities, $27.5M); and Subsector 238 Specialty Trade Contractors, Size Standard $15M. IAW FAR 36.204, the project magnitude for this contract is more than $10,000,000.00. The project magnitude for individual task orders may range from $2,000.00 to $5,000,000.00, accommodate pre-design or design-build efforts. Contract award minimum guarantee will $2,000.00 per award over the life of each contract awarded. The aggregate not-to-exceed amount for this design-build IDIQ contract is estimated at $45 million. The intent is to award up to five (5) contracts from this solicitation. This RESTRICTED ACQUISITION is set-aside for certified HUBZone Small Businesses, certified 8(a) Small Disadvantaged Businesses, and Service Disabled Veteran Owned Small Businesses. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126. The anticipated RFP issue date has not been determined but will be no sooner than 30 days after this posting date. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website. Paper copies will not be available. The closing date and time for submission of offers will be contained within the solicitation package. Once the solicitation is posted, it is imperative that interested parties review the website frequently for any updates/ amendments to any and all documents. Contractor's submitting a proposal must have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
