- Storage, Maintenance, and Response The objective is to establish a five-year contract with companies having the capacity and capabilities to store, inspect, operate, transport, stage, and sustain United States Department of Agriculture, Animal and Plant Health Inspection Service, Veterinary Services, National Veterinary Stockpile (NVS) supplies and equipment ensuring it is operational and deployable at all times. The contractor shall possess general experience in providing emergency response services to successfully respond to a range of agricultural and all-hazards emergencies. The contractor shall demonstrate their ability to maintain a highly skilled and trained staff. APHIS uses Incident Command Structure (ICS) to adapt to the complexity and demands of any single incident or multiple incidents; therefore, contractors shall demonstrate the ability to operate among various jurisdictions and functional agencies, both public and private. The NVS' ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks. The NVS deploys products like animal vaccine, antivirals, equipment, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industries (as part of the incident command system), and NVS commercial partners shall use the products and related equipment to respond to large-scale outbreaks. The NVS currently partners with commercial companies to store and maintain its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks. The partners are referred to as 3D contractors or 3D commercial partners; 3D is the acronym for "depopulation, disposal, and decontamination" and represents activities commonly demanding rapid deployment of large numbers of response personnel and equipment. The 3D contractors are highly trained in emergency response, and are self-sufficient with their own equipment and supplies. The contractors can deploy within 24 hours and supply 500-600 people within 3 days and 1,000 people within a week. The NVS program serves as the single point of contact for 3D response support services. Upon request, 3D commercial partners may deploy and operate the equipment in response to animal disease outbreak(s). Upon approval, request for assistance by a State, Tribe, or Territories, the NVS may deploy the equipment as a stand-alone package or request commercial partners (3D) deploy and operate the equipment. Irrespective of who operates the equipment, the NVS must have methods to adequately store and maintain equipment between deployments and to ensure equipment is repaired or reconditioned after deployments to ensure it is ready for the next deployment.
