- Advanced Weapons Effects Test Capability (AWETC) ITEA Test Instrumentation Workshop Presentation Request for Information (RFI) and Industry Day Announcement REQUEST FOR INFORMATION (RFI) and INDUSTRY DAY ANNOUNCEMENT Solutions Development Concepts for the Advanced Weapons Effects Test Capability (AWETC) Project • I. Disclaimer. This Request for Information (RFI) is issued for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. In accordance with (IAW) FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. All costs associated with responding to the RFI will be solely at the responding party's expense. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. This RFI does not constitute a solicitation for proposal or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information provided may be used by the Services in developing an acquisition strategy, a statement of work (SOW), statement of objectives (SOO), or performance specifications. Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Proprietary information should be marked. Any subsequent actions resulting from the evaluation of the information provided in response to the RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement will be included. • II. Description. The 96th Test Systems Squadron (96 TSSQ), in conjunction with Navy and Army partners, is seeking technical information to support an acquisition strategy for the AWETC project. AWETC is a Central Test and Evaluation Investment Program (CTEIP) funded effort to develop improved warhead fragment characterization capability. Of prime interest are technical approaches that feature optical data collection and fragment characterization methods. However, other methods will also be considered. Technical requirements included in this RFI are based on needs identified by three services. These requirements correspond to the three classes of munitions as defined by the Joint Munitions Effectiveness Manual (JMEM). AWETC INDUSTRY DAY ANNOUNCEMENT NAICS Code: 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Subject This notice is to inform interested parties of an Industry Day for the Advanced Weapons Effects Test Capability (AWETC) Project to be held on 18 Nov 2015 near Eglin AFB, FL. The purpose of this event is to discuss technical approaches and capabilities as applied to the technical requirements presented in this RFI and other supplemental information. Description This initiative falls under the direction of the Office of the Secretary of Defense, Central Test and Evaluation Investment Program (CTEIP). The 96 th Test Wing at Eglin AFB as well as partnering test organizations at Aberdeen Test Center (ATC), Redstone Test Center (RTC), and the Naval Air Warfare Center - Weapons Division (NAWC-WD) are seeking improved data collection methods to facilitate analyses for the determination of collateral damage estimates (CDE) and lethality. The AWETC concept seeks to correlate individual fragments to their respective positions and velocities over time to yield more realistic CDE. This requirement represents a significant departure from current arena test and analysis methods. The Industry Day will be conducted 18 November 2015 at the Doolittle Institute, Fort Walton Beach, FL. There will be an open session followed by one-on-one discussions with the Government for potential prime contractors/sub-contractors, in a proprietary forum. These will be scheduled following the open session. Your desire to have a one-on-one session must be submitted by 10 Nov 2015 via email correspondence to the government contact below. Discussions will be scheduled in the order the requests are received and you will receive an email notification of the date and time. It is the responsibility of industry personnel to monitor the FedBizOpps website for the release of any follow-on information.
