Description
Statement of Work Equipment Inventory Information This is a Notice of Intent, not a request for proposal. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIH/NIAID) intends to negotiate on the basis of other than full and open competition with Fisher Bioservices, Inc., 14665 Rothgeb Dr., Rockville, Maryland 20850-5312 off-site freezer storage, maintenance, monitoring, pick-up and delivery of biological specimens to and from NIAID DIR in Bethesda and Rockville, Maryland. See attached statement of work and Equipment inventory information for further details. The Period of performance will be November 1, 2015 - October 31, 2016. The FOB Destination, Bethesda, Maryland 20892. It is not feasible to transfer material at this time due to the sensitivity and history of the specimens held at the current facility. In order to relocate the current allotment of 18 freezers, its contents, the materials stored in 6 liquid nitrogen units, and the materials located in ambient storage units would not only be hazardous to the stored specimens but would be logistically problematic to transfer specimens and equipment in this quantity. A mass transfer of stored specimens, increases the risk of damaging critical research material by not maintaining the optimum temperature and would be costly to the Government. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All responsible sources may submit offers that will be considered by this agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. All offers shall be submitted no later than 4:00 p.m. (ET) October 19, 2015 via electronic submission - email to Sylvia Robinson at srobinson@niaid.nih.gov. The email subject line must begin with and include solicitation# NIAID-NOI-16-1759797. Fax submissions are not acceptable.
