- COMBINED SYNOPSIS SOLICITATION i.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm fixed price award. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. ii.VA101V-16-Q-0003 iii.The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-83. iv.The solicitation is set aside for small business concerns only. The contractor shall provide all labor, parts, personnel, equipment, supplies, materials, travel, supervision and other related supplies and services to provide maintenance and repair services for an UPS-Eaton 9390-80 Uninterruptable Power Supply (UPS) and a PDU-75 power distribution unit (PDU). Part 1. General Information 1. Background: The Department of Veterans Affairs (VA) Houston VA Regional Office has a requirement to provide maintenance and repair services for an UPS-Eaton 9390-80 Uninterruptable Power Supply (UPS) and a PDU-75 power distribution unit (PDU). The VA intends to make a single (all or none), firm fixed price award for a 12 month period with three option years. The evaluation criteria are Lowest Priced and Technically Acceptable. 1.2. Scope of Work: The contractor shall furnish all repair parts, labor, transportation and supplies required to accomplish inspecting, cleaning, lubricating, adjusting, calibrating and repairing of for an UPS-Eaton 9390-80 Uninterruptable Power Supply (UPS) and a PDU-75 power distribution unit (PDU). Contractor shall maintain the equipment at levels necessary to provide the specified functions to meet the manufacturer's current equipment specifications. 1.3. Period of Performance: The base year Period of Performance will be 12 months starting as of the award effective date with three 12 month option years. 1.5. Safety Requirements: While in performance of the resultant contract, the contractor shall maintain safety and health standards compliant with requirements of the Occupational Safety and Health Administration (OSHA) and adhere to VAAR 852.237-70 Contractor responsibilities. 1.6. Security Requirements: Upon entering VA buildings the contractor and/or contractor employees will be required to show proof of identity (must have a valid photo ID) as well as pass through a security screening. All Contractors and Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards and VA policies as VA personnel, including the Privacy Act, 5 U.S.C. §552a, regarding information and information system security. Vendor shall be escorted in the VA office buildings at all times. The UPS System is accessible from within the computer room. The contractor will be accompanied by designated government IT personnel and shall sign in upon entering the computer room. Services will not require connection to the VA network. The C&A requirements do not apply and a Security Accreditation Package is not required. 1.6.1. The contractor shall not disclose or cause to disseminate any information concerning operations of Department of Veterans Affairs. Such action(s) could result in violation of the contract and possible legal actions. Part 2. Definition and Acronyms: N/A Part 3. Government-Furnished Items and Services 3.1 The following table includes the serial number, brand and description for the Uninterruptible Power Supply (UPS) Systems, and Power Distribution Units. Contractor-Furnished Items and Services 4.1 The contractor shall furnish all personnel, materials, labor, parts, supplies, travel, supervision and equipment required to perform work under the resulting contract, to include but not limited to, tools and expendable items. 4.2 The contractor shall provide one designated point of contact (POC) to the government's designated representative for coordination of parts delivery, and/or maintenance. The POC will be empowered to make daily decisions to ensure that the contract implementation and day-to-day maintenance meets the terms and conditions of the resulting contract. 4.3 The contractor shall provide a toll-free telephone number for service calls, which must be answered during at least eight working hours, between 8:00 am and 4:30 pm, Monday through Friday. 4.4 Parts/Supplies Availability: The contractor shall have an inventory of parts and supplies in quantities sufficient to effectively service the resulting contract. The contractor shall have an internal inventory system and delivery system for the parts and supplies. The inventory and delivery system must be sufficient to service the contract in accordance with the maintenance response times specified in paragraph 5.1 4.5 Personnel Qualifications: The contractor shall be required to provide fully qualified and manufacturer trained or certified service, delivery, and management personnel in sufficient numbers to actively and efficiently service and support the scanners in place during the contract period. 4.6 The contractor shall oversee the routine scheduled and unscheduled maintenance and repair of all of the items listed in SOW paragraph 3.1. Part 5. Specific Tasks The contractor shall provide the following preventive maintenance services under this contract: 5.1 Corrective Maintenance Coverage: Inspection and repair of the electronic portion of the UPS, or "Power Module" shall be performed as needed during the contracted period of maintenance at no extra charge to Purchaser. Remedial maintenance provided by Contractor shall include, and be expressly limited to, maintenance to the Power Module, travel expenses, all necessary parts replacement, adjustments and repairs. If the Purchaser maintains spare parts at the maintenance site, Contractor may, at its option, use those spare parts in the performance of Corrective Maintenance. Contractor shall replace the spare parts, which it so uses. Exclusions: certain wear parts are excluded from corrective coverage including external batteries and full capacitor replacement. All Corrective Maintenance to Battery System, if any, will be in accordance with battery manufacturers' warranty or separate agreement, if any. 5.2 UPS Preventive Maintenance: One (1) annual 5x8 UPS Power Module Preventive Maintenance - Calibration of all metering and protective features. Functional testing of all transfer conditions. Inspection of online performance and equipment history. Examination of interfaces to other Powertrain equipment. Visual check on batteries and battery environment. Written evaluation providing a record of equipment performance. A Contractor will perform the Preventive Maintenance at the time requested by Purchaser during the CPM. 5.3 The following is an outline of general checks performed during an Eaton ® Preventive Maintenance of the Eaton UPS Power Module normally performed by Eaton field service personnel. All checks are designed to be performed either during normal operation with no danger to the UPS's operation condition and the critical load, or during off line operation, in the bypass mode. All checks or processes may not be applicable to all equipment models. A)Visual Inspection "Inspect all printed circuit board connections for cleanliness, swab contacts if necessary. Performed During Each Preventive Maintenance Visit: A)Measure and Record "Individual cell/battery float voltages and overall float voltage "Charger output current and voltage "AC ripple current and voltage imposed on the battery "Internal ohmic values of each cell/battery or perform a continuity test of each cell/battery "Connection Resistance of 10% of the inter cell/battery connection "Ambient temperature "Negative terminal temperature of one cell/battery per battery cabinet shelf or rack tier B)Visually Inspect "Connection terminals inter cell/battery connectors, cables and associated hardware "Cell/battery covers, containers, and post seals "Battery racks or cabinets and associated components and hardware "Cell/battery jar or cover, noting any excessive distortion C)Cleaning Performed Once Per Calendar Year A)The yearly maintenance procedure should include all of the above with the addition of the following: "Measure and record the connection resistance of 100% of the inter cell/battery connections. "Re-torque any connection where the resistance is above 20% of the average. Reporting Each Preventive Maintenance Visit: A)The technician(s) will issue the customer a verbal report summarizing the condition of the battery and identifying any critical issues before leaving the customer's site. B)A detailed report containing all readings and observations will be sent to the customer within five business days. 5.5 eNotify Remote Monitoring & Diagnostic Service: Contractor will provide Remote Monitoring Service. This service will only be available if customer provides and supports a CAT5 LAN/Ethernet cable connected to an email server (along with necessary IP addresses to facilitate one-way connectivity). Contractor will notify Purchaser contact when a major alarm occurs. A monthly UPS Monitoring Summary Report will be sent electronically via email to customer contact. Not available on all products or models. Contractor's obligation shall be to perform remote monitoring start-up and validation of the remote monitoring system. By permitting remote monitoring, End User acknowledges that Contractor may collect certain company specific (including information about End User that may be proprietary or confidential) and aggregate information about the End User's use of, and interaction with, the Product ("Company Specific Information" and "Aggregate Information" respectively). Contractor will not disclose Company Specific Information to third parties without end-user's written consent unless such Company Specific Information has been stripped of all identifiable, proprietary or confidential information ("Anonymized Information"). Anonymized and Aggregate Information may be used by Contractor for analysis and trending purposes and disclosed to third parties for purposes of comparisons and reliability reporting. Remote monitoring shall include a monthly report summarizing alarms and important data relevant to UPS, battery or system performance. Contractor makes no warranty regarding, and has no obligation with respect to, the accuracy, completeness or omissions of any data, analysis or recommendation contained within this report. The End User must use reasonable judgment in interpreting this data and contact his or her local Eaton ® sales representative or Contractor Technical Support with any questions. 5.6 7x24 Technical Support: technical support via telephone or email to Contractor shall be available to answer product or support questions. 5.7 Customer Web Account Access: Contractor will provide Purchaser with web-based access to account information and site service records. Access will be password restricted for maximum security of Purchaser records. A history of service performed, as well as scheduled service calls will be available. 5.8 Discounts on spare part kits and upgrades: Contractor will provide a 30% discount on time and material services (standby scheduled T&M service, battery replacements, recertification and custom quoted ((fixed price)) services are ineligible for discounts), optional spare part kits (not individual parts) and any field upgrade or modification performed by Eaton. Spare part kits are defined as an "A", "B", "C" or "D" level spare kit comprising between 80% and 10% of the replaceable parts for a specific Eaton product. The Purchaser shall, from the commencement date of the Service Agreement, maintain the UPS Power Module in accordance with the published operating specifications for the Power Module at the time of purchase. The Purchaser shall, unless otherwise specified in the Service Agreement, maintain the Battery System in strict accordance with the Battery System manufacturer's recommended maintenance guidelines. 5.9 The contractor shall provide one (1) consolidated monthly invoice in arrears that includes the following information. Contract and Obligation Numbers; if applicable the description of repair services rendered;, Company Name; Address and phone number; Invoice Date; Invoice Number (Note that each invoice must have a different invoice number); and one (1) consolidated monthly contracted rate for items listed in SOW paragraph 3.1. 5.10 The Contractor shall provide recommendations for upgrade or replacement of equipment based on periodic maintenance and/or other factors based on the hardware manufacturer's specification. Part 6. Government Point of Contact/Contracting Officer Representative (COR): TBA Part 7. Changes to the Statement of Work (SOW): Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. viii.Period of Performance: The base year Period of Performance will be 12 months starting with the award effective date of the contract. The three option years' period of performance are 12 months each. Offers will be evaluated as follows: 1.Criteria: The Government will evaluate offers submitted in response to this solicitation on a Lowest Evaluated Price, Technically Acceptable basis. All quotes will be evaluated for Technical Acceptability. The Contractor's offer will be compared to the technical requirements depicted within the attached Statement of work (SOW). If the Offered services do not meet or exceed the specifications and quality per the SOW, the Contractor's overall offer will be found to be Technically Unacceptable. 2.Price: As stated in VAAR Clause 852.215-70, extra credit will be given to properly registered SDVOSB/VOSB's. a.A qualifying SDVOSB's Evaluated Price will be set at 10% less than their quoted price. b.A qualifying VOSB's Evaluated Price will be set at 5% less than their quoted price. c.All other Technically Acceptable Quotes will have Evaluated Prices equal to their quoted price. 3.Technical Acceptability: The Government will evaluate quotes submitted in response to the solicitation for the technical capability to meet this requirement.
