This is a Presolicitation Notification for a construction procurement of low dollar magnitude at the following locations: 1.ALASKA VA HEALTHCARE SYSTEM (463) 1201 N. Muldoon Rd, Anchorage, AK 99504 2.BOISE VA MEDICAL CENTER (531) 500 W. Fort Street, Boise, ID 83702-4598 3.PORTLAND VA MEDICAL CENTER (648) Includes both Portland and Vancouver Facilities 3710 SW US Veterans Hospital Road, Portland, OR 97239 1601 E Fourth Plain Blvd, Vancouver, WA 98661 4.VA PUGET SOUND HEALTH CARE SYSTEM (663) Includes both Seattle and American Lake Facilities 1660 S. Columbian Way, Seattle, WA 98108-1597 9600 Veterans Drive, Tacoma, WA 98493 5.VA ROSEBURG HEALTHCARE SYSTEM (653) 913 NW Garden Valley Blvd., Roseburg, OR 97471-6513 6.SPOKANE VA MEDICAL CENTER (668) 4815Assembly Street, Spokane, WA 99205-6197 7.WALLA WALLA VA MEDICAL CENTER (687) 77 Wainwright Drive, Walla Walla, WA 99362-3994 8.VA SOUTHERN OREGON REHABILITATION CENTER & CLINICS (692) 8495 Crater Lake Highway, White City, OR 97503-1088 Many of these facilities contain campus buildings listed as eligible for the National Historic Register. A Single Award Task Order Contract (SATOC) is anticipated to be awarded at each of the 8 facilities. Work under each SATOC will primarily involve repairs, renovations, and minor alterations to existing facilities and/or infrastructure such as roads, parking, drainage systems, and utility systems in accordance with the scope of work and applicable specifications at the time of task order issuance. The majority of the task orders awarded under each SATOC will be between $25,000 and $75,000 with a task order ceiling of approximately $150,000. Although, Contractors should have bonding capabilities in the range of $500,000. The acquisition will be set-aside for competition among Service Disabled Veteran Owned Small Business (SDVOSBs) concerns. The NAICS code for this procurement will be 236220, Commercial and Institutional Building Construction, and the small business standard is $36.5 million. One SATOC will be awarded for each of the 8 facilities listed, above. A Contractor will only be awarded 1 of the 8 intended SATOCs. Contractors should prioritize the top 3 preferred facilities. Contractors should have a staffed office within the surrounding local commuting area, as routine travel costs will not be accepted at the task order level. In accordance with 5 CFR 351.203 Local commuting area is defined as the geographic area that usually constitutes one area for employment purposes. It includes any population center (or two or more neighboring ones) and the surrounding localities in which people live and can reasonably be expected to travel back and forth daily to their usual employment. It is anticipated that the contract performance period will include 1, one-year basic period, and 4, one-year option periods for a maximum contract life of 5 years should all options be exercised.
