- By way of this Market Survey/Sources Sought Notice, the USACE-Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for upcoming procurements. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. Project Description: The work includes but is not limited to, new site features and traffic patterns required for turnkey operation of the facility and operations. The work requires the modification of the existing site to allow screening of vehicles and pedestrians to the Reservation. Those modifications include, but are not limited to, vehicular approach and reject lanes transitioning/connecting to the existing bridge/ramp, the existing access and exit lanes, and related signage. The work also includes a fully suited gate house, police booth, canopy, support building with electrical/ITA distribution equipment, mechanical infrastructure, electrical infrastructure, communication infrastructure, and a variable load bank for existing Mall engine-generator set. Fencing, walkways, screening and detection equipment and technologies that serve as force multipliers for the Reservation's Force protection efforts are included as part of this project. Furthermore, the required work includes routing of utilities and equipment located in a new equipment support building to the gate house, police booth, existing remote utility sources, an ID check area, security equipment, and the definition of roadway geometry. The security equipment replacement at this post includes, but not be limited to, passive barriers, active vehicle barriers, fencing, gate arms, Access Control and Intrusion Detection systems, Video Intercom System, vehicle screening systems, Public Address System, Closed Circuit Television (CCTV) system, telecommunication network connectivity, and storage, as well as the addition of a vehicular double swing gate and an adjoining pedestrian swing gate capable of closing the VACP against pedestrians attempting unauthorized access. The required design and construction shall be provided to suit the existing site conditions. Significant pedestrian and traffic conditions are also inherit features of the access point. Bid Options include but are not limited to North Parking Connector Bridge Mill/Overlay; North Parking Area 49-52 Mill/Overlay & Swales; North Parking Transformer Upgrade and Power Feeder at Route 110 Road Crossing Upgrade. Magnitude of Construction is between $5M and $10M. Small business pursuing prime contractor opportunity should submit a narrative demonstrating their experience in the type of work for contracts of similar value, in a similar type of location. Contractors must indicate their small business status as a Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Qualified Small Businesses submit the following information: 1. Is your company currently registered with the Systems For Award Management (SAM) database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 236220, with a small business size standard in dollars of $36.5M, which of the following small business categories is your business classified under? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes/No. (If yes, explain). 4. What is your company's aggregate bonding capability or bonding capacity for a single project? 5. Is your company interested in performing as a prime or subcontract for the above project? 6. If your company is large, is it capable of adhering to a Small Business Subcontracting Plan wherein at least 50% of the subcontracting dollars can be performed by a small business? 7. Narratives shall be no longer than five (5) pages demonstrating experience in the type of work at the contract value in similar type of location. 8. Total submittal shall be no longer than ten (10) pages in one (1).pdf file Double sided pages will count as two (2) separate pages. 9. Provide two (2) to three (3) examples of projects similar to requirements described above within the past six (6) years. Include point of contact information for the examples provided, as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 10. Email responses are required.
