- Statement of Work SPECIAL NOTICE This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. OBJECTIVE The Systems Development Section (5744) of the Surface Electronic Warfare Systems Branch (5740) at the Naval Research Laboratory (NRL) is searching for sources capable of providing a Digital Signal Processing Module. The Digital Signal Processing Module (DSPM) is one functional element of an EW system being developed by NRL. The system level specifications are not articulated in this document, but they have been considered by NRL in the development of the DSPM specification. As an additional constraint in developing this document, NRL has considered those DSP capabilities available from commercial items available within industry. NRL has drafted the specification to ensure that the commercially-available capabilities important to NRL can indeed be utilized when the DSPM is integrated into the NRL EW system and government FPGA programmers implement the system-level functionality. Without a thorough understanding of the bidder's hardware, it is possible that NRL has stated specifications that are mutually exclusive for the bidder's specific commercial item. It is therefore the bidder's responsibility to define within the proposal any issues with regard to mutually exclusive specifications. The proposal shall detail each issue and propose the bidder's solution. NRL intends to implement the EW capability utilizing, to the maximum extent possible, a modular open systems approach (MOSA) to enhance supportability and maintainability. Accordingly, this specification relies heavily on several standards approved by the VME Industrial Trade Association (VITA). This specification has attempted to remove ambiguities allowed by these VITA standards, but some may remain. It is the bidder's responsibility to note any ambiguities which this specification does not sufficiently constrain, and what design decisions the bidder plans to make as a result. In order to aid industry in evaluating their ability to perform the requirement, the following document has been attached and is provided herein this RFI: Draft Statement of Work (SOW) - Digital Signal Processing Module, which is subject to changing. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Capabilities statement, including relevant experience in providing the required supply. CAPABILITIES STATEMENT Please provide information about your company's ability to meet the requirements specified in the attached draft requirements document. Please address the following in the Capabilities Statement. 1. Pricing, Schedule, and Commerciality Information NRL is requesting interested contractors to provide pricing information for the Digital Signal Processing Module. 2. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. 3. Past Performance Information Please provide in the response a list of Navy, Department of Defense, federal, or commercial contracts supported during the past 36 months, with a brief description of the supply or service provided per each contract. SUBMISSION OF INFORMATION All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
