- Synopsis for Air Force Space and Missiles Systems Center (SMC) Logistics Information Operations Network System (LIONS) Extension 2 October 2015 The Air Force Space and Missiles Systems Center (SMC), Space Superiority Directorate, (SMC/SY) at Los Angeles Air Force Base intends to extend the current period of performance (PoP) of the Logistics Information Operations Network System (LIONS) contract (#FA8819-11-C-0002). The LIONS tool, which is used by operators via the closed Secure Government Network (SGN), is a web-based Maintenance Data Collection (MDC) system currently deployed to numerous locations in support of logistics operations for the Space Superiority mission. The LIONS tool provides the warfighter a vehicle for collecting, storing, and retrieving base-level, depot-level, and contractor-type maintenance data. It includes functions such as, but not limited to: data/reports, populating forms regarding equipment management and tracking, equipment status reporting, configuration management, change requests, stock control reporting, preventative maintenance inspection (PMI) tracking, unique identifier (UID) tracking, user access administration and help desk support. Under the extension, the Contractor will continue to provide labor in the form of help desk support, security, software and hardware maintenance, system and database administration, program management, program control, quality assurance, configuration management and software version description (SVD). The anticipated PoP will consist of up-to a six (6) month extension from 16 January 2016 through 16 July 2016. The total estimated value of the six (6) month extension is not to exceed $700K. Interested and responsible sources may submit a capability statement which will be considered by the contracting agency. Interested sources are required to provide their own SCI accredited facility to perform the sustainment workload, consisting of hardware and software maintenance. In addition, the Contractor must provide an SGN Node within their work space. The Government will not fund the construction of any new or modifications to existing facilities, nor will the Government fund the purchase or accreditation of a new SGN node. Sources must be fully accredited and operational on the SGN with a Government-certified Sensitive Compartmented Information Facility (SCIF) beginning 16 January 16. This extension will provide services while the Government continues market research efforts to develop the strategy for the follow-on acquisition. The anticipated award date of the follow-on effort is 3QTR FY16. A solicitation will not be posted and award will be made via a modification of the current contract to the incumbent contractor: Dynamic Research Corporation (DRC), 2 Technology Dr, Andover, MA 01810-2434.
