- MEDICAL EVALUATION AND TECHNICAL SUPPORT SERVICES FOR THE PROGRAM EXECUTIVE OFFICE, ASSEMBLED CHEMICAL WEAPONS ALTERNATIVES PEO ACWA's mission is to execute the safe and environmentally sound destruction of the chemical weapons stockpiles stored at the Blue Grass Army Depot, Kentucky, and the U.S. Army Pueblo Chemical Depot, Colorado. As the pilot plants in Colorado and Kentucky are built, tested and begin operations, ACWA will continue to play a key role in the national chemical demilitarization program and contribute to U.S. efforts to safely destroy the legacy of 20th century chemical weapons production. PEO ACWA has two designated sites located in Pueblo, Colorado and Richmond, Kentucky. The Contractor is required to visit the medical facility at these sites to provide site assessments, policy development, and quality assurance of clinical practice per national health care standards and United States Army policy on Chemical Surety. The Contractor shall demonstrate past work of health care facilities using The Joint Commission Standards. A body of work must include health care facility evaluations, implementation of specific performance improvement initiatives, and preparedness of health care facility for accreditation and certification by The Joint Commission. The Contractor shall demonstrate past work at health care facilities using United States Army policy/procedures/practices in support of Chemical Surety operations. The past body of work needs to demonstrate past experience and practice of medicine in support of Chemical Surety operations. The Contractor shall demonstrate intimate understanding of the function of numerous stakeholders involved in medical support of chemical surety operations. Proven past experiences must be demonstrated. The Contractor shall provide knowledge and past experience in the practice of occupational and environment medicine and medical standards promulgated by the American College of Occupational and Environmental Medicine. Past work experience must include task engaged in understanding and implementation of occupational medicine best practices at health care facilities. The Contractor shall provide sites policy/procedures/recommendation based on sound medical understanding of occupational health standards and best practice as promulgated by leading medical societies and occupational health and environmental enforcement agencies. The Contractor shall demonstrate past experience in credential review and privileging of health care providers. This experience must account for experiences following standards outlined by The Joint Commission and standard practice in federal health care facilities. Physician leadership and oversight must be demonstrated by the selected contractor. The contractor needs to demonstrate secure retrieval of personal credential documents of health care providers, secured storage of personal credential documents, and secured archiving and retrieval of content. The Contractor shall demonstrate past experience in providing American Medical Association approved Continued Medical Education (CME) health education to physicians and allied health care providers. The selected contractor must demonstrate past experience in administrative support required to marketing, transfer to/from site, hotel arrangements, site support, and after action review of delivered course. The contractor responsible for medical content provided in this course. They must demonstrated past experience and intimate understanding of medical support for Chemical Surety operations to deliver proper training to newly assigned health care providers. Past experiences in providing training in clinical practice of occupational and surety medicine are required. The Contractor shall be able to provide the required qualified health care providers to evaluate health care facilities and provide medical content in the training course. Physicians must have board certification by American Board of Preventive Medicine. Nurse consultants must have certification of occupational health nursing designation. Health care administers must have appropriate training and experience in health care and health service delivery. EMT consultants must have National Registry of Emergency Medical Technicians designation with past experience in medical support for chemical surety medicine experience. The Government anticipates award of a contract with an estimated period of performance of one (1) base year and two (2) - one (1) year option periods (to be exercised at the Government's discretion). The proposed North American Industry Classification System (NAICS) code for this acquisition is 541690. A lack of Small Business responses to this notice may be treated as evidence of disinterest/incapability of Small Businesses to submit a proposal to any eventual RFP. 1) If a different NAICS code appears more appropriate for this action, please provide the suggested code with an explanation as to why it is more appropriate. Note, your organization does not currently need to be registered under the NAICS to provide capabilities information in response to this Sources Sought notice. 2) Upon any eventual release of a Request for Proposals, is your organization's intent to issue a proposal as Prime Contractor for this effort, or as a Subcontractor? 3) For Small Business respondents with interest as a prime contractor, please estimate the maximum percentage of the overall requirement which your organization could perform with in-house resources. Consider the language at FAR Clause 52.219-14(c) -- Limitations on Subcontracting in your response. 4) If subcontracting over 50% of this work, please indicate the major subcontractor(s) that will be performing this work.
