- NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE Residential housing for homeless veterans participating in the Substance Use & PTSD Integrated Recovery (SPIR) Intensive Outpatient Program at the C.W. Bill Young VA Medical Center to Boley Center's Inc. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS. This is a notice of intent to award a sole source for a ten (10) bed residential housing for homeless veterans participating in the Substance Use & PTSD Integrated Recovery (SPIR) Intensive Outpatient Program at the C.W. Bill Young VA Medical Center (CWBYVAMC) under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements: "The Contractor employees shall be experienced in working with dual diagnosis populations, including substance use disorders and severe and persistent mental illnesses. Care shall include, but not be limited to, a supervised, alcohol and drug-free environment that actively supports recovery. It is further agreed that beneficiaries receiving care under this contract shall receive basic health and personal hygiene maintenance, monitoring of medications, and any other services or supplies normally provided without extra charge. "A 10 bed facility shall be easily accessed by public transportation, located within a ten (10) miles radius or 30 minutes commute from the CWBYVAMC located at 10000 Bay Pines Blvd, Bay Pines, Florida, 33744 and available for admissions 24 hours/7 days a week. "The Contractor facility shall provide transportation to and from the VA facility three days per week (M/W/F) for core treatment activities, arriving at the VA facility no later than 8:30am and departing by 2:00pm. "The Contractor employees and facility shall be licensed and credentialed per State of Florida. "The Contractor shall furnish each Veteran authorized care under this agreement with the following basic services: oA drug and alcohol free environment that will include 24-hour supervision, 7 days per week, including holidays. The staff agrees to account for each veteran at a minimum of twice per day. oThe Contractor facility shall agree to comply with requirements for accessibility to buildings and facilities by individuals with disabilities under the Americans with Disabilities Act (ADA). oRooms will include adequate living space, and at least 80% of the rooms must be single occupancy. Male and Female veterans will be place in a separate and secure living quarters. oSleep disturbances are a particularly prevalent problem for this population. As such, veterans must have 24/7 access to a common indoor sitting/lounge area whey they will not pose a disturbance to other residents. oSupport for alcohol and/or drug-free lifestyle to include opportunities for: "Learning and internalizing knowledge of the recovery process "lm proving interpersonal skills including assertiveness and conflict resolution "Improving recovery-based social support "Demonstrating personal responsibility as a community member Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for quotes or competitive proposals. However, any proposals received by October 6, 2015, 2:00 PM Eastern will be considered by the Government. If the VA does not receive an acceptable response to this announcement by the afore mentioned date, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Boley Center's Inc. as the only source, and a purchase order will be issued without any additional notices being posted. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No entitlement to payment of direct or indirect costs or changes by the Government will arise as a result of contractor submissions of responses to this announcement or the Government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
