- Solicitation Number: VA247-16-Q-0001 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA247-16-Q-0001 and is issued as a Request For Quotation (RFQ) (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, November 2, 2011. STATEMENT OF WORK Purchase of Nikon TS100-F LED microscope System Description The Nikon TS100-F LED microscope is a specialized microscope designed specifically to study specimens using bright, high-resolution imaging techniques. This equipment is modular to enable customization to suit specific research needs. This instrument set up includes the main body TS100-F LED microscope, dust cover, 22 mm FOV eyepieces, condenser with 75mm/0.3 working distance and phase contrast, phase contrast slider, disascopic LED illumination, objectives (4x achromat brightfield, 10x achromat phase contrast, 20x achromat phase contrast), DSFi2 5 megapixel color camera, camera control unit, support kit, attachable mechanical stage, slide glass/petri dish holder, and universal adjustable holder for petri dishes, slides, plates. This equipment is necessary for conducting research on cells used in our unique in vitro based assays. The specialized nature of this particular piece of equipment is essential for our research, which requires continual monitoring and imaging of cells used in our in vitro based assays. In addition, all other imaging instrumentation and software available in the laboratory is supplied by Nikon, therefore in order to maintain continuity of research a Nikon brand microscope system is required. The sophisticated technology offered by this instrumentation is not currently available to our laboratory at the Ralph H. Johnson VA Medical Center Research Service. While the Nikon TS100-F LED microscope is electronic with a digital display, no separate computer is needed and the instrument will not have any internet connections and will not be connected through the VA network. In addition, the equipment is for cell culture and in vitro use only and will not be used on human patients. No patient-identifiable information will be entered or stored on the system. Clinical Utility The Nikon TS100-F LED microscope is a specialized microscope system that is not currently available for use by our laboratory. This product will be used for in vitro assays only and will not be used on human subjects. This instrument is a complex, highly specialized technology that is essential for obtaining bright, high-resolution images of our in vitro cultures and assays by allowing us to examine cell viability, morphology, cell count, and confluency. To our knowledge there is currently no similar instrumentation that includes the same features and allows for the continuity of research necessary for our experiments that is provided by the Nikon TS100-F LED microscope system. This system includes Eco-illumination that uses LEDs to provide enough brightness for phase contrast and also reduces the frequency of expensive lamp replacement. The CF160 optical system provides sharp, clear images while allowing longer working distances and higher apertures. This system comes with a photo port and DSFi2 5 megapixel color camera, which is a stand-alone digital camera that captures and saves images without the need for a PC or internet connection and imaging is controlled by the touch pad on the control unit. The apodized phase contrast method utilized by the Nikon TS100F improves vision by reducing the halo effect to allow for more clear observation of cell division activities and allows for viewing of finer details with thick specimens. The mechanical stage allows for controlled movement of specimen plates while enabling the counting of cells in each well of a 96-well plate, which is essential towards our very specialized single hematopoietic stem cell transplantation experiments. The adaptability of the Nikon TS100F is another necessity as it allows for the addition of micromanipulators, multiple types of specimen plate holders, and auxiliary stages to allow for viewing of larger specimens. The C&A requirements do not apply. A Security Accreditation Package is not required.
